Owner Objective

The Cheswick Ash Disposal Site is a 143-acre Class II captive residual waste disposal facility for the management of coal combustion residuals (CCR). Permitted waste streams include: fly ash, bottom ash, pyritic materials, stabilized FGD material (gypsum), wastewater treatment pond sludge, mine dewatering facility sludge, lime and lime grits, and floor sweepings. The Site can accept up to 2000 tons of waste per day and has a permitted capacity of 7,200,000 tons.

 

CEC Approach

CEC provides engineering and environmental compliance support for the ongoing operations at the CCR disposal site. Services include preparation of quarterly and annual reports (ALOR and groundwater monitoring), on-site CQA services associated with waste (fly ash, gypsum) placement, groundwater/leachate monitoring and laboratory analysis (subcontractor), and site survey. CEC prepared construction drawings for the site including riser extension, surface water controls, design of reinforced concrete vaults to be subjected to approximately 100-feet of fill above the vaults. CEC also prepared the final grading plan depicting bench grading for the remainder of the site life.

CEC provided consulting services at the landfill related to the USEPA CCR Rule including a Run-on and Run-off Control Plan, Closure Plan, and Post-Closure Plan. CEC also prepared a Closure Plan to allow clean closure of an on-site CCR impoundment.
