Owner Objective
The West Virginia Department of Environmental Protection (WVDEP), Office of Special Reclamation mitigates mining impacts on sites where the coal company has forfeited their reclamation bond.
The WVDEP, Office of Special Reclamation requested proposals to mitigate mining impacts on four Bond Forfeiture Sites in northern West Virginia that were abandoned during mining operations. The Projects include: Energy Marketing Company forfeited Permit Number U-24-84 located on the Century and Brownton USGS Quadrangles about 2.4 air miles north of Century Number Two in Union District of Barbour County West Virginia and drains to Cranes Fork and the Left Branch of Gnatty Creek; Rob Lee Coal Company forfeited Permit Number D-49-82 located on the Philippi USGS Quadrangle about 2.6 air miles north of Elk City West Virginia in Elk District of Barbour County and drains to an unnamed tributary of Stewarts Creek; Rob Lee Coal Company forfeited Permit Numbers U-1001-91 and O-1009-93 located on the Berlin USGS Quadrangle about 5.2 air miles east-southeast of Jane Lew West Virginia in Warren District of Upshur County and drains to an unnamed tributary of Jesse Run; and Buffalo Coal Company forfeited Permit Number S-52-80 located on the Mt. Storm Lake USGS Quadrangle about 3.9 air miles southwest of the Mount Storm Lake Dam in Union District of Grant County and drains to Red Sea Run and Stoney River.
CEC Approach
CEC was hired to review available information from the WVDEP. CEC also provided reclamation design of four Bond Forfeiture projects with 1,080,00 cubic yards of excavation, three wet mine seals; 34,000 linear feet of sediment control; 23,500 linear feet of ditches; 830 linear feet of pipes; 3,500 linear feet of subsurface drains; 13 sediment ponds; slip mitigation; 165 acres of revegetation; generation of construction mapping by aerial photography supplemented by field GPS surveys; soil testing; coal refuse and pavement neutralization; landowner negotiations for access and reclamation operations including leaving sediment ponds; hydraulic studies and design for ditches and pipes; sediment control design; revegetation plan; preliminary and final design; construction plans and specifications; dewatering and AMD treatment plan; engineers cost estimate, bid schedule, and calculation brief; initial on-site, preliminary design, pre-bid, and preconstruction meetings; monthly reports and invoicing.
One project is currently under construction with the remaining three projects complete.
