Owner Objective

Transwestern Development Company (TDC) is a national multi-family residential developer. TDC sought a site development permit for a 2.64-acre tract, located in the Plaza Saltillo Transit Oriented Development and the East Cesar Chavez Neighborhood Plan (TOD-NP). The project is ideally located in the heart of East 6th Street, a thriving entertainment district on the edge of downtown across from Plaza Saltillo (Capital MetroRail commuter rail station).

CEC Approach

The proposed development included a five-story, 346-unit, multi-family project located in three buildings with 11,400 square feet of ground-floor retail space and an associated shared parking garage.

The site is bound to the north by East 6th Street, to the west by Comal Street, to the south by East 5th Street, and to the east by an existing development. All three streets are classified as TOD Pedestrian Priority Streets, requiring KBGE, part of CEC (KBGE/CEC) to allow for enhanced pedestrian facilities, such as street trees and lighting.

The project required innovative water quality controls. KBGE/CEC strategically placed raingardens throughout the site that also provide high-quality landscaping.

The project was completed in 2016.
