Lauren R. Parker, P.E. has been practicing civil engineering in the Appalachian region of Ohio, Pennsylvania, and West Virginia for over 16 years. She is a graduate of Penn State and a vice president and senior consultant with Civil & Environmental Consultants, Inc. (CEC) where she has worked for over 15 years. She is the corporate lead of the Oil and Gas Market Group. Her career focus has been on civil site development, regulatory agency coordination, erosion and sediment control, and stormwater management. Over the last 11 years she has consulted primarily for production and midstream companies to design, permit, and construct their projects.

Ms. Blinn is a Principal with Civil & Environmental Consultants, Inc. and is the Pittsburgh Office Air Practice Lead. She is a Chemical Engineer with over 18 years of experience in managing and executing air quality work for various industries throughout the country. Her primary focus is in air dispersion modeling, emission calculations, permitting and compliance. She works with a number of upstream and midstream companies, assisting them with air permitting, regulatory applicability determinations and compliance reporting. She is actively involved in the Marcellus Shale Coalition and is the Co-Chair of the MSC Air Quality Emission Inventory Standardization Workgroup.
James M. Cooper

Mr. Cooper has over 20 years of experience working in air quality, including 5 years in source testing, 5 years in air quality consulting and 10 years working in the oil and gas industry in a variety of capacities.  While stack testing, Mr. Cooper performed and supervised source sampling activities on coal, oil and natural gas fired electricity generating units, glass manufacturing plants, limestone/aggregate operations, thermal dryers, asphalt plants, medical waste incinerators, oil and gas gathering/processing operations, as well as many others. Provided air quality consulting services including, but not limited to, minor and major source permitting, compliance auditing, penalty negotiations, emissions inventories, SARA 313 reporting, semiannual deviation and monitoring reports and visible emissions observations.  Mr. Cooper spent the biggest part of the last decade as an industry liaison to local and federal trade associations where he worked diligently to affect change and mitigate impacts to industry as a result of unfavorable regulatory actions.  Developed effective and successful relationships with regulators by working closely with Pennsylvania Department of Environmental Protection, Bureau of Air Quality; Ohio Environmental Protection Agency, Division of Air Pollution Control; West Virginia Department of Environmental Protection, Division of Air Quality; and the Environmental Protection Agency, Office of Air Quality, Planning and Standards.

Mr. Buck is a certified professional soil scientist with more than 35 years of experience in environmental sciences. His areas of expertise include reclamation and revegetation of drastically disturbed land; beneficial use of waste materials; phytoremediation; evaluation of plant uptake of nutrients and trace/toxic elements; evaluation of saline and sodic soils; wetland treatment system design and performance evaluation; stream and wetland restoration; evaluation of soils for stormwater and wastewater infiltration systems; and monitoring the performance of green roof and other infiltration-based green stormwater infrastructure. Mr. Buck is a Chatham University adjunct faculty member, where he teaches soil science.

Rick Celender is a Vice President and Registered Landscape Architect/Civil Engineering Technologist at Civil & Environmental Consultants, Inc. Pittsburgh office. He has more than 25 years of experience in pipeline, well pad, compressor station, processing/fractionation plant design/permitting, stormwater BMP maintenance/inspection, ESCGP/NPDES permitting, and civil engineering consulting. His experience with site design coupled with specialization in stormwater management and erosion control provides a unique insight into current trends in stormwater and erosion control design and construction. Rick has given presentations related to stormwater maintenance/inspection, erosion control practices, and unmanned aerial vehicle operations to Municipal Governments, the American Public Works Association, Pennsylvania Association of Conservation Districts (PACD), PIOGA, the PADEP, Oil/Gas Operators, Lawrence County Career & Technical Center, and other organizations. He is an accredited instructor for the CPESC (Certified Professional Erosion/Sedimentation Control) exam review and is the West Virginia CPESC State Representative. Rick is a Certified Professional in Storm Water Quality (CPSWQ), has obtained OSHA Confined Space Entry and Rescuer Certification (29CFR1910.146), Wetland Delineator Certification (IWEER), and is certified through the National Institute for Certification in Engineering Technologies. Rick leads CEC’s Unmanned Aerial Vehicle (UAV) program (Optical Gas Imaging (OGI) inspection, topography, etc.), is a member of the Marcellus Shale Unmanned Aerial Vehicle Committee, and coordinates with state and federal regulatory officials related to the integration of UAV/robotic technologies for permitting and reporting purposes.

Chris Langley

Mr. Langley has several years of experience in a variety of GIS/GPS disciplines. Mr. Langley has experience with geodatabase creation and design, spatial analysis, database management, and map creation. Additionally, he also has experience creating websites through ArcGIS server and has become proficient at the creation of custom tools utilizing Python, a scripting language. In regards to GPS, Mr. Langley has experience working with recreational, mapping, and survey-grade GPS units including the post-processing of GPS data and the creation of custom data dictionaries. In his time with CEC, Mr. Langley has worked on a wide variety of projects ranging from conducting GIS-based transmission and gas line siting for major oil and gas companies to providing cultural resource and vegetative analysis for a local parks conservancy. Other projects he was worked on involved creating and attributing digital parcel data, analyzing and procuring aerial imagery, and conducting property and deed research.
Bryan Hazelwood

Bryan Hazelwood serves as Chief Pilot/Assistant Project Manager in the Pittsburgh office of Civil & Environmental Consultants, Inc. (CEC).  He assisted in the development of CEC’s UAS program, bringing more than 20 years of experience in the commercial aviation industry.  Bryan has accumulated numerous hours of experience operating UAS aircraft for commercial data acquisition.  In addition to his experience operating UAS aircraft, he is a licensed Commercial Pilot with more than 1,400 hours logged, safely transporting both cargo and passengers to their destinations.  He has assisted in the coordination of aviation efforts at a large medical helicopter operation in Pittsburgh and was influential in developing the standard operating release procedures used by the company.  Bryan has also participated on many Incident Review Boards (IRB) working with company representatives and the director of safety to create a culture of safety within the company. In addition to performing local UAS operations in the Pittsburgh area, Bryan serves in the position of CEC’s Chief Pilot providing oversite, training, FAA compliance, safety, and support to all CEC’s Pilots.

Mr. Gelaye is a Vice President in CEC's Columbus office and leads the Oil and Gas Market Group for CEC’s Ohio operations. He is a licensed professional geologist and a Certified Professional in Erosion and Sediment Control. He brings more than twenty four years of practical experience and in-depth knowledge of engineering, scientific and standard practices, as well as applicable Federal and State environmental regulations related to Oil and Gas and Natural Gas Liquids infrastructure development projects. Over the last several years Mr. Gelaye has been directly involved in and has been in charge of numerous oil and gas infrastructure development projects for both exploration/production, midstream and transmission companies. He has a record of demonstrated competence, in leading oil and gas site work efforts to design and permit well pads, impoundments, access roads, midstream and downstream infrastructures such as pipelines and compressor stations. These efforts included site layout, grading and earthwork, stormwater management, erosion and sedimentation control design and inspection services, and pipeline routing assistance. Mr. Gelaye also has diverse experience in broad facets of environmental permitting, engineering, land surveying, hydrogeology and environmental science, including site investigations and analysis, due diligence and compliance assessments.

Mr. Staudenmeier has nine years of experience working as a consultant in the Marcellus and Utica Shale gas plays. By training, Mr. Staudenmeier is an ecologist, specializing in areas including, but not limited to wetland delineations, threatened and endangered species consultation, routing/siting, Pennsylvania Chapter 105 permitting, Section 404/401 permitting, wetland and stream mitigation and restoration, and post-construction wetland and stream monitoring. Mr. Staudenmeier has worked on site development projects for nearly all components of upstream and downstream development, but has focused primarily on natural gas pipelines. He has worked on projects for at least 35 different E&P, midstream, and transmission operators in New York, New Jersey, Ohio, Pennsylvania, and West Virginia. Further, Mr. Staudenmeier has been directly involved in the routing, wetland delineations and permitting of hundreds of miles of pipeline throughout the region.

Ms. Matthews is a Project Manager with over 13 years of experience in environmental investigation, permitting, and regulatory compliance for multiple industry sectors, with a focus on energy projects. Her diverse experience primarily spans Pennsylvania, West Virginia, and Ohio and includes environmental studies and permitting for a wide variety of projects including FERC-regulated and non-FERC regulated natural gas infrastructure (e.g., pipelines, production and storage wells, metering stations, and compressor stations); liquids pipelines; linear transportation infrastructure. She and her team have extensive experience with documentation and coordination required to obtain permits and clearances in compliance with the Clean Water Act, the Endangered Species Act, the National Environmental Policy Act, the National Historic Preservation Act, and associated state/local regulatory programs.

Mrs. Devine has more than 11 years of air consulting experience. Industry segment experience includes the oil and gas industry, ethanol production facilities, landfills, public utilities, and meteorological forecasting across the United States. Air projects include preparing state, Title V, and PSD permit applications for new, modified, and renewal facilities. Preparing Federal Energy Regulatory Commission (FERC) Resource Report 9 and Environmental Assessment for air and noise. Preparing annual, semi-annual, and quarterly reporting required by permits and regulations. The reports include permit compliance and deviation, Leak Detection and Repair (LDAR), emission inventories, Toxic Release Inventory (TRI), and greenhouse gas reporting under Subparts C and W.

Ms. Black is a chemical engineer with 18 years of experience in environmental consulting. Ms. Black has extensive experience in air permitting of major and minor sources throughout the United States and has assisted clients in the power, oil and gas and manufacturing market sectors. Her expertise includes environmental permitting, environmental auditing, environmental compliance review, emission inventory development, and technical writing and review. She has completed various environmental permit applications including applications for Title V air permits, permits to install and permits to operate new sources. She also assists clients with annual reporting requirements including Toxic Release Inventory (TRI) reports, Air Emission Inventory (AEI) reports, Greenhouse Gas (GHG) reports and Title V compliance reports. In addition to her expertise in air quality, Ms. Black has assisted clients with multi-media compliance through auditing and developing database tracking systems.  She is actively involved in the Air and Waste Management Association and the Marcellus Shale Coalition.

Todd Babcock is a licensed professional surveyor in the Commonwealth of Pennsylvania and State of New York. Todd has been surveying for over 35 years and currently serves as the Office Lead and Survey Practice Lead in CEC’s Sayre, PA office. Prior to joining CEC, he served as the Senior Survey Supervisor in northeastern PA for Chesapeake Energy, Access Midstream and Williams where he coordinated the survey efforts for the construction and as-built of over 600 miles of pipeline development and numerous compressor facilities. He was responsible assuring that the pipeline assets were accurately located and documented for population in the companies GIS database system. He also has experience in terrestrial LiDAR having performed as-built scans on large compressor facilities and facility interconnects. Prior to his involvement in the natural gas industry, he was the Survey Manager for a large residential and commercial developer where he performed boundary and topographic surveys, construction stakeout, Elevation Certificates, as built and ALTA surveys.

Mr. Valli, a Principal with CEC, has over 20 years of diverse experience in managing, planning and implementing environmental investigations and cleanups. He holds Bachelor of Science Degree in Geology from Edinboro State University in Pennsylvania and a Master of Science Degree in Geology from Akron University in Akron Ohio. Mr. Valli’s experience had been involved with the assessment and cleanup of a wide variety of facilities including coal and asbestos processing facilities; hot and cold work steel mills; electrocoating and electronic component manufacturers; wood treating facilities; power stations; petrochemical manufacturing and storage facilities; bulk chemical and fuel storage facilities; textile mills; dry cleaners; scrap metal facilities; automotive and truck maintenance facilities and greenfield sites being considered for future development. More recently, he has become a leader in providing environmental support to the oil & gas industry. His oil & gas related experience includes performing due diligence for mergers and acquisitions; assistance evaluating and permitting water sources and storage facilities; conducting emergency response oversight and spill cleanup; performing release investigation and site characterization; evaluating cleanup options alternative remediation standards; evaluating allegations of water quality impacts; and designing water treatment systems to address water supplies influenced by drilling activities. He has developed, secured state approval for, and implemented assessment and clean-up plans to address drilling and pipeline releases of fuel oil, lubricants, hydraulic oil, drilling muds, frack fluids, condensate, and production fluids in the Appalachian and Piceance Basins.
