Solid Waste Webinar Series

This webinar will focus on the New Source Performance Standard for Municipal Solid Waste Landfills, Subpart AAAA was finalized in March 2020. The new NESHAP Subpart AAAA incorporates NSPS Subpart XXX and includes additional monitoring and reporting requirements. We will review the rule in detail, noting the requirements and deadlines for those facilities that are already complying with the NSPS Subpart WWW and NSPS Subpart XXX.

Ms. Blinn is a Principal with Civil & Environmental Consultants, Inc. and is the Pittsburgh Office Air Practice Lead. She is a Chemical Engineer with over 18 years of experience in managing and executing air quality work for various industries throughout the country. Her primary focus is in air dispersion modeling, emission calculations, permitting and compliance. She works with a number of upstream and midstream companies, assisting them with air permitting, regulatory applicability determinations and compliance reporting. She is actively involved in the Marcellus Shale Coalition and is the Co-Chair of the MSC Air Quality Emission Inventory Standardization Workgroup.
Jennifer Flannery

Ms. Jennifer Flannery has over 20 years of professional experience in environmental consulting. As an air quality specialist and Project Manager, she has extensive experience with permitting strategy, agency interaction, permit application development, permit negotiation, public outreach, compliance tracking, and auditing. Ms. Flannery has managed the development of air permits and applicability determinations for a variety of industries including power/utility, pharmaceutical, chemical, petroleum refining, food and beverage, and pulp and paper. Understanding the intricacies of New Source Review (NSR), both on a Federal and state level, she specializes in complex permitting, but is also proficient in minor source permitting as well. Additionally, Ms. Flannery has working knowledge of water, wastewater, and hazardous waste regulations.
