Karuiam Booker is the Public Sector Market and Economic Development Lead for the Greenville, SC office.

Mr. Booker has more than 10 years of broad-based public sector and project management experience. He also serves as a Councilman for the City of Greer in which he represents District 2. Prior to join Civil and Environmental Consultants, Inc Mr. Booker acted as the Assistant District Asset Manager in which he carried out plans prescribed by SCDOT Engineering Directive Memorandums 8 and 42 in reference to guardrail, roadway, culvert, and MSE walls inspections.  Mr. Booker managed inspections for the roadway and asset network for Greenville, Pickens, Oconee, and Spartanburg Counties (Approximately 14,000 miles of the SCDOT roadway network). This assignment included all interstate, primary, and secondary roadways. Mr. Booker served as District 3 contact and aided as expert witness in legal proceedings involving SCDOT District 3.  Mr. Booker also, participated in a 12 Month Civil Engineering District Three Training Program to become familiar with SCDOT Construction, Information Transportation Systems (ITS), Traffic, and Maintenance in which the outcome was to understand SCDOT processes and procedures. Mr. Booker acted as project manager on complex road and bridge construction projects such as the Salters Road/I-85 interstate widening and bridge construction, Roper Mountain/Garlington Roadway widening, multiple Act 98 Bridge Replacement Packages, and the Fountain Inn Streetscape Project. Mr. Booker supervised a staff of technicians and private consultants to ensure proper inspection and compliance with plans, specifications, standard drawings, and the SCDOT construction manual. Mr. Booker performed plan QA/QC in the areas of Roadway Design, Hydraulic Design, Environmental, and Construction Permits.

Mr. Booker’s professional affiliations include the Municipal Association of South Carolina, North Carolina Economic Development Association, South Carolina Economic Development Association and serves on the board of advisors for Ignite Greer.
