Bio

Dr. Lew is a geologist with over 35 years of overseas and domestic, practical and academic experience.  Dr. Lew has extensive experience in assembling, managing, and working with multi-disciplinary teams on large, complex projects in the U.S. and Latin America.  Dr. Lew has managed programs that provided a variety of engineering and environmental services to a wide range of circumstances, including environmental issues associated with municipal utilities and oil, gas, and product pipelines; petrochemical plants; waste management facilities; heavy manufactures; subdivision and housing development; Brownfield redevelopment and greenfield new development.  Examples include management of programs for Harris County Metro and the Texas Department of Transportation to address environmental issues for rail line development and in the development of right-of-ways and road construction. He served on the City of Houston Land Redevelopment Committee for more than a decade, including acting as Co-Chair; in this capacity, he was involved in writing and reviewing numerous grants to aid in funding the City’s nation-leading Brownfield redevelopment program.  Other work for the City of Houston and Harris County included oversight of the removal and cleanup of a number of leaking petroleum storage tanks.  He also managed programs to remediate contamination at a variety of sites for the USACE and DOE.  Dr. Lew has developed integrated contingency plans meeting GLO requirements for private sector clients.  He has extensive expertise in developing innovative, cost-effective solutions to complex problems using proven methodologies, technologies, and approaches in new ways.  He has regulatory experience with the Texas Commission on Environmental Quality, the Texas Railroad Commission, the US Army Corps of Engineers, and the Environmental protection Agency in programs including: TRRP, NEPA, FERC, RCRA, CERCLA, NPDES, TPDES, SPCC, CWA, and SDWA, and in negotiating with State and Federal regulatory agencies on behalf of public and private sector clients.
