Bio

Mr. McCarter has more than 37 years of site development experience. He is responsible for all aspects of site design projects, including feasibility/suitability evaluations, boundary and topographical surveying, annexation, rezoning, master planning, site layout, utility design, grading and drainage design, stormwater detention design and stormwater pollution control. He is familiar with municipal and county planning codes and procedures, as well as state and federal permitting requirements. He has served as Project Manager for many well-known developments in the Sevier County area including Bluegreen Resorts in Gatlinburg and Pigeon Forge, Fairfield Resorts in Sevierville, Covered Bridge Resorts, Starr Cress Resorts and Alpine Mountain Village in Pigeon Forge.

Mr. McCarter has also managed solid waste landfill projects and transportation projects in both public and private sectors. Throughout his career, he has sustained high standards for quality assurance, maintained budget and project schedules while ensuring that the needs of each client are being met.
