Mr. Ryan has over 20 years experience covering a wide scope within the civil engineering, construction and survey sectors in California, Hawai’i and western Canada.
Recent work under Mr. Ryan’s responsibility has included civil engineering design, quality assurance, project and construction administration, with a focus on renewable energy and electric substation site development, hydrology and hydraulics, wetland restoration, water resource management, and project administration.
Previous work has included direction and supervision of construction work crews and subcontractors as a construction superintendent, alternate site safety and health officer and survey chief of party, primarily on Department of Defense projects administered by NAVFAC and the Army Corps of Engineers, and State of Hawaii Department of Transportation projects. Features of this work included determination of means and methods of construction, inspection of work for conformance with plans and specifications, scheduling, cost estimating, preparing work plans, preparation and review of product submittals, vendor and subcontractor selection, material procurement, meeting production goals, billing and cost tracking, safety enforcement, topographic, boundary and seismic surveying, data reduction, conversion and analysis, preparation of topographic maps and plats, construction staking, and calculation of survey points from plans.
Mr. Ryan has participated in and been responsible for the design of projects and successful permitting efforts within the jurisdiction of the Cities of Sacramento, Santa Barbara, San Diego, Santa Cruz, and Counties of Monterey, Riverside, San Benito, San Bernardino, San Diego, San Mateo, Santa Clara, and Santa Cruz, the City and County of Honolulu, Caltrans, and plan approval through the California Coastal Commission, California Public Utilities Commission and Army Corps of Engineers. Additionally, Mr. Ryan has prepared Stormwater Pollution Prevention Control Plans and Water Pollution Control plans to support multiple projects in California.
Mr. Ryan is an actively licensed Professional Civil Engineer (P.E.) in 11 states and is a Qualified SWPPP Developer (QSD) in California.
