Bio

Ms. Becher Gilliam is a Historic Preservation specialist with 30 years of experience. She exceeds the requirements to meet the Secretary of the Interiors Standards as a Qualified Professional in Architectural History/History. Ms. Becher Gilliam assisted Indiana Landmarks (formerly Historic Landmarks of Indiana) with development of the Rush County Interim Report, a survey of all properties over 50 years of age within the county. She has work at the Indiana Department of Natural Resources-Division of Historic Preservation and Archaeology (IDNR-DHPA), where she completed Section 106 compliance reviews, interacted with both agencies and project sponsors, and provided guidance to agencies and the public regarding Section 106 requirements. In addition to completing numerous Historic Property investigations, she has prepared National Register of Historic Places Nominations for more than a half dozen properties. She is well versed in the National Historic Preservation Act (NHPA) Section 106 process, having completed literature reviews and archival research, prepared eligibility and effect documents, and negotiated memoranda of agreement.
