Owner Objective
MarkWest Liberty Midstream & Resources, LLC operates the Mobley and Sherwood Gas Plants, both of which are natural gas liquids separation and compression facilities located in West Virginia. MarkWest needed to update its existing Spill Prevention Control & Countermeasure (SPCC) Plans for both the Mobley and Sherwood Gas Plants.
CEC Approach
CEC was engaged by MarkWest to review the existing SPCC Plans for compliance. CEC representatives visited each site to evaluate and correct compliance issues, verify information documented in the existing SPCC Plans, observe operating conditions and the condition of tanks and equipment, and measure the secondary containment structures for containment capacity calculations.
Using the data collected during the site visits, CEC revised and updated the existing SPCC Plans, made compliance recommendations to MarkWest, and created new site-specific inspection and checklist logs for future inspections.
