CEC Charlotte has welcomed two new members to the team: Andy DeGroat and Rob Duffy.

Andy brings 36 years of experience in numerous aspects of surveying and mapping to the Charlotte office, where he is a Senior Principal in the Survey/Geospatial practice. With Andy’s addition, CEC Charlotte will now offer Subsurface Utility Engineering (SUE), keeping in line with CEC’s goal of expanding SUE services throughout the company. Andy has supported public and private clients including state and local municipalities, developers and energy companies. Services he has provided include mapping with traditional survey methods, unmanned aerial systems and LiDAR applications, SUE, private utility location and vacuum excavation.
Andy has a strong track record of working closely and effectively with state departments of transportation and other clients across North Carolina, South Carolina, Georgia and Florida. His noteworthy regional projects include the Interstate 77 design/build project, the Charlotte Bobcats arena, the NASCAR Hall of Fame, the Charlotte Area Transit System light rail, and the Durham/Orange light rail.
Rob Duffy
Senior Project Manager, Environmental Engineering and Sciences

Rob brings 26 years of experience in environmental consulting to the Charlotte office, where he is a Senior Project Manager in our Environmental Engineering and Sciences practice. Rob’s wide-ranging technical expertise includes: environmental management program development and implementation; air permitting; hydrogeologic investigations and corrective action; environmental management program auditing; business planning, environmental operations management; and due diligence assessments. He also has served as an operations manager and as director of two service lines: air compliance and permitting; and waste and hazardous materials management.
Rob has provided implementation and management of environmental management systems under the ISO 14001 standard. He has provided consulting services to banking and real estate organizations, hospital networks, manufacturing facilities, power generation, and food and beverage industry clientele.
