Ms. Black is a chemical engineer, an Engineer-in-Training, and a Principal with Civil & Environmental Consultants, Inc., where she serves as the corporate leader of the Power Market Group. As a consulting organization, CEC focuses its operations on market groups with support from all of the firm’s multi-disciplined practices. As a market group leader, she is responsible for identifying trends and opportunities in the various Power submarkets, as well as developing, implementing, and monitoring strategies and initiatives for growing market share and revenues. Ms. Black uses her 20 years of experience, along with market knowledge and long-term client relationships, to guide CEC’s activities in the Power market. This includes focusing on new practices/capabilities, strategic new hires, geographic expansion, and business development initiatives.

Ms. Black has extensive experience in air permitting of major and minor sources throughout the United States and has assisted clients in the power, oil and gas, and manufacturing market sectors. Her expertise includes environmental permitting, environmental auditing, environmental compliance review, emission inventory development, and technical writing and review. She has completed various environmental permit applications including applications for Title V air permits, permits to install, and permits to operate new sources. She also assists clients with annual reporting requirements including Toxic Release Inventory (TRI) reports, Air Emission Inventory (AEI) reports, Greenhouse Gas (GHG) reports, and Title V compliance reports. In addition to her expertise in air quality, Ms. Black has assisted clients with multi-media compliance through auditing and developing database tracking systems. She is actively involved in the Air and Waste Management Association and the Marcellus Shale Coalition.
