Hari Gupta and Shawn Ryan Join CEC San Diego

CEC San Diego is excited to welcome two team members to our Civil and Environmental Engineering teams.

Hari Gupta, P.E., joins as a Senior Principal in our Environmental Engineering and Sciences practice. Hari brings over 30 years of experience as a senior environmental due diligence consultant, remediation engineer, regulatory compliance specialist, and project manager who has previously served in leadership roles for major environmental consulting firms.

Hari has primarily worked with commercial and industrial clients including food and beverage, defense and aerospace, chemical, and pharmaceutical. In his previous roles, he has managed and mentored team members and expanded firms’ brand and market shares by actively participating in regional professional associations. Hari has expertise in air quality, renewable energy, industrial stormwater and wastewater, solid waste landfills, and site investigation and remediation with skill in negotiating site closures with regulatory agencies.

Hari has a master’s degree in civil and environmental engineering from the University of Oklahoma and a Master of Business Administration with a focus on corporate strategy and supply chain management from the University of Southern California. He is a licensed Professional Engineer in California and Washington. In his spare time, Hari loves to practice the ukulele, hike and explore volcanic parks and topography, and play golf and tennis.

Shawn Ryan, P.E., joins the team as a Principal and our Civil Engineering Practice Lead for our California operations. Shawn brings more than 17 years of experience working on civil engineering, construction, and water resource management projects in the federal, state, energy utility, commercial, and non-profit sectors in California and Hawaii.

Shawn’s recent work includes civil engineering design, quality assurance, wetland restoration, water resource management, and project and construction administration, focusing on renewable energy and electric substation site development. His previous work as a senior engineer and construction superintendent has included the direction and supervision of construction work crews and subcontractors, with an emphasis on heavy civil work and site safety and health. Features of his work included scheduling, cost estimating, preparing work plans, preparation and review of product submittals, vendor and subcontractor selection, material procurement, surveying, data reduction, preparation of topographic maps and plats, and more.

Shawn has a bachelor’s degree in civil engineering from the University of Hawaii. He is a licensed professional engineer in 11 states and has Qualified Stormwater Pollution Prevention Plan (SWPPP) Developer and Practitioner Certification from the California Stormwater Quality Association. Shawn is a member of the Floodplain Management Association and American Public Works Association.

Established in 2021, CEC’s San Diego office extended our company’s footprint to the West Coast. Office Lead Darrell Thompson, a solid waste engineer specializing in landfill gas operations and maintenance, has 28 years of experience, 24 of which have been focused on helping clients in California. Darrell and his team are actively building CEC’s presence in Sacramento as well. Together, the team will utilize their relationships in California to help CEC grow while establishing relationships with our existing clients from this new base.
