A&WMA Air Quality Conference (ACE 2019)

Leah Blinn is scheduled to present “Greenhouse Gas Emissions Reduction: Natural Gas Conversion vs. Carbon Capture” on Tuesday, June 25th from 4:00-6:00 pm as part of the Power Industry Technology – Innovation, Challenges and Benefits session.

Kris Macoskey will present “A Survey of U.S. Industrial Sustainability” on Wednesday, June 26th from 10:10-11:50 am as part of the Corporate Implementation of Sustainability: Ethics, Methods, Metrics, Reporting, and Measured Benefits – Case Studies session.

Kristin Fritchman is scheduled to speak on the Young Professionals Air Modeling Panel on Wednesday, June 26th starting at 1:30pm.

Kerry Weichsel is also scheduled to present on Wednesday, June 26th. Her presentation, “Choosing Data Sources for Relevant, Complete, Consistent, Transparent, and Accurate Reporting” is scheduled during the Challenges in Emission Inventory Development session from 3:30-5:30 pm.

Leah Blinn
Ms. Blinn is a Principal with Civil & Environmental Consultants, Inc. and is the Corporate Air Quality Practice Lead. She is a Chemical Engineer with over 20 years of experience in managing and executing air quality work for various industries throughout the country. She is experienced in air dispersion modeling, emission calculations, permitting, compliance, auditing, regulatory interpretation, and agency negotiation. Her experience is with a wide-range of industries including oil & gas, electric utility generation, municipal solid waste landfills, chemical manufactures, and metals manufacturing.

Kris Macoskey
Mr. Macoskey is one of the leaders of CEC’s environmental practice with particular emphasis on air quality permitting and compliance. He has over 27 years of experience helping facilities manage their environmental regulatory compliance obligations. Mr. Macoskey has expertise in identifying compliance gaps, filling those gaps, developing programs, and providing training aimed at maintaining ongoing compliance. Mr. Macoskey is knowledgeable in federal and state environmental programs affecting industry and has special expertise in the area of air quality compliance and permitting.  He has managed projects ranging from simple construction permit applications to major New Source Review evaluations as well as ambient air and meteorological monitoring, dispersion modeling, human health risk assessment, and control technology evaluations. Project experience spans the oil and gas, manufacturing, electric utility, and waste management sectors. Mr. Macoskey has been a Qualified Environmental Professional with the Institute of Professional Environmental Practice since 1996. Ms. Weichsel is experienced in environmental practices and standards with a focus on air quality including criteria pollutant, hazardous air pollutant and greenhouse gas emissions estimation and reporting at state and federal levels, threshold modelling, toxic release inventory reporting, Title V permitting, state air permitting and exemptions, potential to emit calculations, ISO 14001 audits and implementation, and emission inventory verification. Ms. Weichsel is a licensed Professional Engineer in both Michigan and Pennsylvania.

Ms. Fritchman has 9 years of experience working in air quality permitting, modeling, and compliance. She has worked on air quality projects in the coal mining, power, and chemical industries; performing air dispersion modeling with AERMOD and CALPUFF. She also prepares emission calculations, reports, and regulatory research. Additionally, Ms. Fritchman has worked extensively with the Enviance environmental management system, from data management to workflow design.
