A&WMA Annual Conference 2021

Kris Macoskey
Mr. Macoskey is one of the leaders of CEC’s environmental practice with particular emphasis on air quality permitting and compliance. He has over 27 years of experience helping facilities manage their environmental regulatory compliance obligations. Mr. Macoskey has expertise in identifying compliance gaps, filling those gaps, developing programs, and providing training aimed at maintaining ongoing compliance. Mr. Macoskey is knowledgeable in federal and state environmental programs affecting industry and has special expertise in the area of air quality compliance and permitting.  He has managed projects ranging from simple construction permit applications to major New Source Review evaluations as well as ambient air and meteorological monitoring, dispersion modeling, human health risk assessment, and control technology evaluations. Project experience spans the oil and gas, manufacturing, electric utility, and waste management sectors. Mr. Macoskey has been a Qualified Environmental Professional with the Institute of Professional Environmental Practice since 1996. Mr. Cooper has over 20 years of experience working in air quality, including 5 years in source testing, 5 years in air quality consulting and 10 years working in the oil and gas industry in a variety of capacities.  While stack testing, Mr. Cooper performed and supervised source sampling activities on coal, oil and natural gas fired electricity generating units, glass manufacturing plants, limestone/aggregate operations, thermal dryers, asphalt plants, medical waste incinerators, oil and gas gathering/processing operations, as well as many others. Provided air quality consulting services including, but not limited to, minor and major source permitting, compliance auditing, penalty negotiations, emissions inventories, SARA 313 reporting, semiannual deviation and monitoring reports and visible emissions observations.  Mr. Cooper spent the biggest part of the last decade as an industry liaison to local and federal trade associations where he worked diligently to affect change and mitigate impacts to industry as a result of unfavorable regulatory actions.  Developed effective and successful relationships with regulators by working closely with Pennsylvania Department of Environmental Protection, Bureau of Air Quality; Ohio Environmental Protection Agency, Division of Air Pollution Control; West Virginia Department of Environmental Protection, Division of Air Quality; and the Environmental Protection Agency, Office of Air Quality, Planning and Standards.

Andrew has more than 16 years of experience in environmental engineering, remediation design, and consulting. His expertise lies in environmental investigation and remediation design; due diligence completing Phase I/II Environmental Site Assessments; property redevelopment; industrial compliance with CERCLA, RCRA, CWA, NPDES, and Title V; vapor intrusion evaluations and mitigation; submittals of state and federal-level CAP's/RWP's; and liability valuations using Monte Carlo and RACER analyses. He has performed hundreds of cost-to closure evaluations and reserve estimates for many different clients and has acted as an expert witness and technical support in numerous state and federal litigation cases. Andrew is a licensed professional engineer in Alabama, Georgia, Indiana, Illinois, Iowa, Kentucky, Ohio, Oklahoma, Missouri, New Jersey, Pennsylvania, Washington and Wisconsin.

Kristin Ferretti has over 2 years of experience in air quality permitting, compliance and engineering for the upstream and midstream oil and gas operations in Kentucky, New Mexico, Ohio, Pennsylvania, Tennessee, Texas, West Virginia and Wyoming. Her air permitting work, includes preparation of Permits by Rule (PBR), Minor Source NSR Permits, General Permits, and Standard Permits. She also has knowledge of federal and state regulations, including New Source Performance Standards (NSPS), National Standards for Hazardous Pollutants (NESHAP) and Maximum Achievable Control Technology (MACT). Additionally, Ms. Ferretti has experience using industry standard models, such as ProMax®, GRI GlyCalc and Tanks 4.0. She also has experience in emissions inventories, greenhouse gas reporting, and Toxic Release Inventory (TRI) reporting.
