ETC: Air Compliance Challenges ​

Amanda Black
Ms. Black is a Principal and the Power Market Group Lead at Civil & Environmental Consultants, Inc. Ms. Black is a chemical engineer with more than 20 years of experience in environmental consulting. As the corporate Power Market Group leader, she is responsible for identifying trends and opportunities in the various power submarkets, as well as developing, implementing, and monitoring strategies and initiatives for increasing CEC’s service offerings to the power industry. Ms. Black has extensive experience in air permitting of major and minor sources throughout the United States and has assisted clients in the power, oil and gas, and manufacturing market sectors.

Ms. Jennifer Flannery has over 22 years of professional experience in environmental consulting. As an air quality specialist and Project Manager, she has extensive experience with permitting strategy, agency interaction, permit application development, permit negotiation, public outreach, compliance tracking, and auditing. Ms. Flannery has managed the development of air permits and applicability determinations for a variety of industries including power/utility, pharmaceutical, chemical, petroleum refining, food and beverage, and pulp and paper. Understanding the intricacies of New Source Review (NSR), both on a Federal and state level, she specializes in complex permitting, but is also proficient in minor source permitting as well. Additionally, Ms. Flannery has working knowledge of water, wastewater, and hazardous waste regulations.
