ETC: Data Center Development & Infrastructure 101

How do power, fiber, cooling, and land-use requirements influence site selection and design? And what development, permitting, and community considerations can impact a project’s timeline and feasibility?

Mr. Archer more than 30 years of diverse experience providing civil engineering and environmental services for public, private, municipal and governmental clients. Mr. Archer has served as numerous roles for a variety of projects/clients, including site development, transportation, infrastructure, and oil & gas projects within Pennsylvania and surrounding states. In that role, he has provided such services as roadway geometry design, site grading, stormwater collection and conveyance system design, stormwater management design, erosion and sediment control plan preparation and securing of permit approval, utility relocation and avoidance coordination, cultural resources coordination, client / plan representation at public meetings, development of project bid documents including specifications and cost estimates, and coordination with securing of approvals from numerous regulatory agencies.

With ten years of experience in civil engineering, Rachel McCune has provided comprehensive site development and permitting services for public, private, and municipal clients across Pennsylvania, Ohio, Indiana, and West Virginia. Her technical expertise spans site development, stormwater management design, utility permitting and design, site grading, erosion and sediment control planning, and NPDES permitting for projects ranging from public safety facilities to complex municipal infrastructure improvements. Rachel’s work includes leading multi‑disciplinary design efforts, navigating state and local regulatory requirements, and coordinating directly with permitting agencies to facilitate efficient project approvals. She develops integrated civil site plans that address site constraints, utility service needs, stormwater compliance, and long‑term functionality. In addition to her design and permitting capabilities, Rachel supports clients through construction phases by providing oversight, responding to field conditions, and ensuring that civil components are executed in accordance with approved plans and regulatory standards. Her combined technical knowledge, regulatory experience, and project management leadership make her a valuable contributor to successful project delivery across the region.
