About CEC’s Environmental Training Courses (CEC/ETC): CEC/ETC was created to educate and keep our clients and others in the industrial/commercial community up-to-date on regulatory programs that affect them. Mr. Dlugos, a Project Manager with CEC, has over 18 years of experience in the environmental industry. He has managed a diverse range of projects including site investigation/remediation, solid waste landfill characterization/permitting, Phase I and II environmental site assessments, and environmental compliance reviews. Mr. Dlugos has provided comprehensive environmental services to the waste industry including permitting, environmental compliance, alternative contaminant source demonstrations, and special waste handling plans. He has also managed numerous Phase I/II environmental assessments at a variety of commercial and industrial sites, including mining, steel making/recycling, automobile shredding and recycling, commercial shopping centers, and dry cleaners. He has completed projects under a variety of state and federal regulatory programs, including RCRA, CERCLA, UST, NPDES, and US EPA Brownfields.

Mr. McCorkle has 30 years leadership experience in the environmental industry, including six years environmental management for a major oil company, more than 20 years project/program management for international consulting firms, and two years geotechnical field experience. He has expertise in hydrocarbon/ petrochemical investigation and remediation, large-scale environmental project management, federal and state environmental regulations, risk-based corrective action, environmental/risk communication, legal issues related to contaminated property, and hydrogeologic data interpretation.

Ms. Betts is a Professional Engineer with seven years of experience in environmental consulting. Ms. Betts manages and executes projects associated with remedial actions, Phase I and Phase II Environmental Site Assessments (ESAs), permitting, voluntary cleanups, and other environmental/engineering scopes of work. Ms. Betts has performed projects at an active steel mill, active gas stations, residential housing complexes, plating facilities, dry cleaning facilities, restaurants, affordable housing complexes, luxury townhomes, freight terminals, a development of single family homes, automobile repair facilities, and other various industrial and commercial facilities. Ms. Betts has extensive field experience and oversees the execution of field work performed by others. Some of Ms. Betts' field experience includes oversight of underground storage tank removals, engineered barrier installation, soil boring and monitoring well installation, and soil gas sampling; and performance of groundwater sampling and surface and subsurface soil sampling. Ms. Betts' responsibilities include client correspondence, correspondence with regulators and governing agencies, budget management, management of field activities, data evaluation, report preparation, conducting environmental risk assessments pursuant to state regulations, securing client reimbursement from state funds, and designing, planning and implementing various remediation strategies (e.g., excavation and disposal of both hazardous waste and non-hazardous/special waste soil, in-situ hazardous metal treatment, and engineered barrier installations). Ms. Betts has personally managed over 100 Phase II ESAs, 12 Leaking Underground Storage Tank closure projects, and 23 voluntary Site Remediation Program closure projects. She has obtained 28 No Further Remediation (NFR) letters from the Illinois EPA.

Ms. Weichsel is experienced in environmental practices and standards with a focus on air quality including criteria pollutant, hazardous air pollutant and greenhouse gas emissions estimation and reporting at state and federal levels, threshold modelling, toxic release inventory reporting, Title V permitting, state air permitting and exemptions, potential to emit calculations, ISO 14001 audits and implementation, and emission inventory verification. Ms. Weichsel is a licensed Professional Engineer in both Michigan and Pennsylvania.
