Leah Blinn
Ms. Blinn is a Principal with Civil & Environmental Consultants, Inc. and is the Corporate Air Quality Practice Lead. She is a Chemical Engineer with over 20 years of experience in managing and executing air quality work for various industries throughout the country. She is experienced in air dispersion modeling, emission calculations, permitting, compliance, auditing, regulatory interpretation, and agency negotiation. Her experience is with a wide-range of industries including oil & gas, electric utility generation, municipal solid waste landfills, chemical manufactures, and metals manufacturing.

Mr. Lantz has eleven years of civil engineering experience in designing and managing natural gas, commercial, and roadway projects. His experience over the past eight years has been focused exclusively on natural gas projects.  He has been responsible for managing all aspects of natural gas projects, including site layout, grading, stormwater management, erosion and sediment control, drawing preparation, permitting approvals and negotiations, utility coordination, construction inspection, and cost estimating. Mr. Lantz serves as the primary point of contact with the client team, regulatory personnel, and external team members throughout the life of a project. Mr. Lantz has prepared and received approval for various permits, including Erosion and Sediment Control General Permits (ESCGPs), National Pollutant Discharge Elimination System (NPDES) Permits, Highway Occupancy Permits, Chapter 105 General and Emergency Permits, and Joint PADEP/USACE Permits in Pennsylvania; Horizontal Well Site Construction Permits, NPDES Permits, Highway Occupancy Permits, and 401/404 permits in Ohio; and Oil & Gas Construction General Permits, 6A Horizontal Well Permits, Highway Occupancy Permits, and 401/404 Permits in West Virginia.

Lauren Parker
Lauren R. Parker, P.E. has been practicing civil engineering in the Appalachian region of Ohio, Pennsylvania, and West Virginia for over 16 years. She is a graduate of Penn State and a vice president and senior consultant with Civil & Environmental Consultants, Inc. (CEC) where she has worked for over 15 years. She is the corporate lead of the Oil and Gas Market Group. Her career focus has been on civil site development, regulatory agency coordination, erosion and sediment control, and stormwater management. Over the last 11 years she has consulted primarily for production and midstream companies to design, permit, and construct their projects.

Megan Ponzo
Megan Ponzo is a Project Manager with CEC. Ms. Ponzo has over 8 years of environmental consulting experience. She has supported a diverse range of environmental compliance and engineering projects for various clients in the manufacturing and energy industries and has been responsible for compliance with a multitude of environmental regulations, including CWA, SPCC, RCRA, and CAA. Ms. Ponzo has managed as well as executed NPDES permit renewals, erosion and sedimentation control design, construction stormwater permit applications, routine sampling and inspections for compliance with existing permits, and development of SPCC plans, Facility Response Plans, SWPPPs, RCRA Contingency Plans, and PPC plans. She has also performed numerous constructability reviews to infuse construction knowledge into the design and permitting process.

Kristen Robertson is a Project Manager with CEC. Ms. Robertson has eight years experience working in environmental consulting with the majority of her experience being within the energy fields. Her technical experience includes soil, air, groundwater, surface water, and waste sampling, remedial investigations, oversight of monitoring and production well drilling and installation, compilation and analysis of laboratory data, Phase I/II Environmental Site Assessment, and environmental compliance services.
