ETC: RCRA & Solid Waste Regulations

The RCRA course will address various waste requirements for Very Small Quantity Generators (VSQGs), Small Quantity Generators (SQGs), and Large Quantity Generators (LQGs). The course will also address changes in organization and requirements under the Hazardous Waste Generator Improvements Rule and which states have adopted the rule.

Tom Maher, P.G.
Mr. Maher is a Vice President and the corporate leader of CEC’s Environmental Engineering and Sciences practice. He has more than 33 years of experience in leading site investigation and remediation projects and performing environmental permitting, Phase I and II environmental site assessments, and compliance support for industrial facilities. These project have included RCRA Corrective Action facility investigations and corrective measures implementations, CERCLA (Superfund) Remedial Investigations/ Feasibility Studies and remediations, Polychlorinated Biphenal investigations and remediations, waste characterization and compliance, residual waster beneficial-use approvals, Oil & Gas-related investigations and remediations, environmental site assessments, industrial wastewater and stormwater NPDES permitting, Underground Storage Tank (UST) and Aboveground Storage Tank (AST) permitting and installation, detailed environmental regulatory compliance audits, environmental plan preparation (SWPP, SPCC, PPC), and environmental regulatory submittals (Form R and biennial hazardous waste reports) for manufacturing and natural gas E&P companies. Mr. Maher’s geotechnical experience includes design and monitoring subsurface investigations for residential, commercial, and industrial developments; geotechnical report preparation including conclusions and recommendations for shallow and deep foundations, earthwork, floor slabs, pavement, retaining walls, mine subsidence risk reduction, groundwater and surface water control, cut and fill slopes, infiltration basins, sedimentation basins, cement-bentonite slurry, and other barrier walls.

Paul Tomiczek III, P.E., REM
Mr. Tomiczek is a Vice President and CEC’s Chief Technical Officer. He has more than 35 years of experience managing environmental engineering projects that include RCRA Corrective Action facility investigations and corrective measures implementations, detailed environmental regulatory compliance audits, environmental plan preparation (SWPP, SPCC, GPP, PPC), environmental regulatory submittals (EPCRA Tier II, Form R, and biennial hazardous waste reports), and permit acquisition for large industrial and manufacturing clients. Mr. Tomiczek served as the interim environmental manager at a hazardous waste treatment, storage, and disposal facility (TSDF), and also worked as the environmental manager at an integrated steel mill. He provides RCRA compliance support for a wide range of manufacturing and oil and natural gas clients. Mr Tomiczek has also conducted several dozen site remedial investigations, feasibility studies, remedial designs, and construction monitoring for radiologically contaminated and hazardous waste sites, including about 20 CERCLA (Superfund) sites. Mr. Tomiczek is a Registered Environmental Manager, and a licensed Professional Engineer in Pennsylvania, Ohio and West Virginia. He holds a B.S. degree in civil engineering from Cornell University, and M.S. degree in civil engineering from Carnegie-Mellon University. Jennifer M. Martin focuses her practice in the areas of environmental law and real estate, including representing clients in matters involving Environmental litigation, Environmental regulatory counseling, Environmental insurance coverage, and Real estate transactions. Ms. Martin represents clients in federal and state environmental enforcement cases and regulatory proceedings, and counsels clients regarding environmental compliance issues. She also represents clients in property transfers, including the purchase and sale of impacted properties. Prior to private practice, Ms. Martin was an Assistant Attorney General in the Environmental Control Division of the Illinois Attorney General’s Office, where she represented the Illinois Environmental Protection Agency, Illinois Department of Natural Resources, and Office of State Fire Marshal. She was previously a partner with the environmental law firm Hodge, Dwyer & Driver. In 2016, Hodge, Dwyer & Driver merged into HeplerBroom.
