Mark Maguire, GISP
Mr. Maguire is a Geographic Information Systems Professional (GISP) with more than 20 years of experience delivering geospatial strategy, GIS, and data management solutions for water resources, environmental, infrastructure, and energy projects. As CEC’s Corporate GIS/Geospatial Practice Lead, he provides technical leadership and strategic direction for geospatial initiatives across the firm. Mr. Maguire specializes in developing GIS platforms and applying spatial technologies to support engineering, environmental, and infrastructure projects for public and private sector clients. He has led multidisciplinary teams of GIS specialists, software developers, and field survey personnel in the execution of complex projects and has extensive experience utilizing Esri ArcGIS technologies, enterprise GIS systems, and related geospatial platforms to improve project delivery, data management, analysis, and decision-making.
Sara Small
Ms. Small has more than five years of experience providing GIS and geospatial data management services for ecological, environmental, and cultural resource projects. Her expertise includes geospatial data management, database development, environmental permitting support, and web-based mapping applications. Ms. Small collaborates with multidisciplinary project teams to develop maps, manage spatial datasets, and deliver geospatial solutions that improve project execution and data accessibility. She is experienced in ArcGIS Pro, ArcMap, Survey123, and ArcGIS StoryMaps and has supported site investigations, restoration efforts, and permitting initiatives across multiple regions. Her background includes spatial analysis, data visualization, reporting, and the development of tools that support informed decision-making for environmental and engineering projects.
