Mr. Cooper is a Principal in CEC’s Charlotte office and is the National Practice Leader for Water and Wastewater. He oversees environmental consulting activities in landfill leachate, municipal and industrial water and wastewater, power, regulatory compliance issues. He has detailed experience in wastewater permitting, treatability, preliminary and detailed studies and design, construction observation, operation and maintenance manuals, start-up, and operational assistance for municipal and industrial wastewater treatment facilities. With over 43 years of technical and management experience, he has evaluated sites, performed and reviewed historical and cost evaluations for over 100 landfills and National Priority List (NPL) Superfund sites and has conducted the preliminary and detailed design of over 100 leachate, industrial, and municipal waste treatment systems. He is a licensed professional engineer in 13 states and a Board Certified Environmental Engineer by the American Academy of Environmental Engineers and Scientists.

Mr. Mitchell is a Project Manager with CEC, who has 13 years of experience in solid waste engineering. He has engineering experience associated with the design, permitting, and construction of municipal and residual waste disposal, transfer, and processing facilities. He has managed or performed design and/or permitting services for the solid waste industry to include preparation of permit drawings, landfill construction plans and details; analyses and design of landfill liner systems; analyses and design of erosion and sedimentation control systems; slope stability analysis of soils and geosynthetic systems; analysis of solid waste landfill gas (LFG) generation, collection and control systems; and leachate collection, control, storage; and pumping systems. Mr. Mitchell has experience in the preparation of technical specifications for the procurement, installation, and testing of multi-layer geosynthetic/soil landfill liner and cap systems, and large earthworks. He has managed and/or performed construction observations and certification of numerous landfill construction projects related to soil geosynthetic liner system materials; cap systems; leachate collection, pumping and storage systems; gas extraction systems; and erosion and sedimentation control systems. He has prepared regulatory documentation, including record drawings and reports, for approval of state environmental agencies. Additionally, he has provided various engineering support services to waste industry clients including managing and performing forensic investigations for waste mass slope failures.

Amy Knight
Ms. Knight possesses a strong history of serving solid waste and industrial clients. She has been instrumental in the design, permitting, and construction of multiple regional solid waste landfills and has made significant contributions to the development of long-term disposal capacity. Ms. Knight's diverse technical background incorporates leading effective cross functional project teams. She has 19 years of civil engineering experience specifically related to the design, construction, expansion, and closure of landfill systems. Her experience with landfills includes landfill horizontal and vertical expansions, baseliner and final cover designs, stormwater management system design, leachate collection and recirculation systems and pump stations, landfill gas collection and control system design, landfill stability analyses, landfill financial rate packages, as well as construction inspection, quality assurance, and certification of these systems.

Harold Barber
Mr. Barber is a registered professional engineer and office lead with Civil & Environmental Consultants, Inc. (CEC). He has more than thirty years of managerial and engineering experience in the international and domestic oil and gas industry and in the solid and hazardous waste industry. Mr. Barber has extensive oil and gas experience. His international experience includes executing and completing multi-million dollar projects while supervising a team of professionals in Russia, Saudi Arabia, West Africa, Trinidad and Tobago, and Mexico that focused on deep foundation design for offshore oil and gas platforms and pipelines and other related marine structures.

Mr. Buffalini has more than 35 years of experience in civil, environmental, and geotechnical projects. He has extensive experience in providing consulting services related to the permitting and construction of disposal facilities of municipal and industrial solid wastes and coal combustion residuals. He has performed siting studies for existing and greenfield facilities involving the evaluation of state and federal location restrictions, siting criteria, hydrogeologic conditions, access roads, and haul distances. He has prepared and directed numerous conceptual and detailed designs of disposal facilities including grading plans, composite liner and cap systems, leachate collection systems (bottom liner and perimeter trench), leachate transfer and storage systems, surface water management systems, gas extraction systems, and access roads, scales, and site buildings. Mr. Buffalini has prepared permit applications for expansions and closure of waste disposal facilities. Mr. Buffalini has been involved in numerous landfill construction projects. He has provided services as construction manager, prepared bidding documents with technical specifications and construction drawings, and provided construction quality assurance services for construction of composite liner systems, cap systems, leachate collection, transport and storage systems, surface water channels and culverts, sedimentation basins, and gas extraction systems. His work related to coal combustion residuals (CCR) includes the design and permitting for the expansion and closure of landfills and surface impoundments. His experience includes siting studies, feasibility evaluations, conceptual and detailed designs, permitting, and construction documents for the expansion and closure of CCR facilities. Mr. Buffalini has also provided services related to USEPA CCR Rule compliance for landfills and surface impoundments.
