Landslide Mitigation and Remediation Workshop: Pads and Pipelines

Everyone is aware of the impacts that landslides can have. Progress to reduce landslides has been made, but more can be done. This workshop will present methods to mitigate landslides and some unique remediation options. Hear from geotechnical engineers and a panel of industry experts who deal with these issues on a daily basis. Permitting considerations associated with landslide repair projects will also be discussed, as well as presentations from attorneys examining enforcement actions and considerations should litigation occur. 

Technical Presentations by CEC experts including geotechnical and civil engineers with direct experience on the topics to be discussed.

Industry Panel of subject matter experts from Williams, Dominion and DTE, sharing their expertise and experiences on landslide and mitigation issues.

Legal Matters discussed by Attorneys Sean McGovern and Jim Miller with Babst Calland. Topics presented include: Agency Enforcement Initiatives and Litigation Contingency Planning.

Jeffrey C. Woodcock, P.E. has been practicing consulting geotechnical engineering in the Appalachian region of Ohio, Pennsylvania, and West Virginia for more than 37 years. He is a graduate of Penn State and a vice president and senior consultant with Civil & Environmental Consultants, Inc. (CEC) where he has worked for over 30 years. He is the corporate lead of the Geotechnical and Construction Services Group. His career focus has included slope stability, landslide remediation, and geohazard assessments. Over the last 11 years he has consulted primarily for midstream and transmission companies on landslide mitigation and remediation. This has included consulting on three pipeline ruptures in the Appalachian basin and providing expert testimony.

She is a graduate of Penn State and a vice president and senior consultant with Civil & Environmental Consultants, Inc. (CEC) where she has worked for over 15 years. She is the corporate lead of the Oil and Gas Market Group. Her career focus has been on civil site development, regulatory agency coordination, erosion and sediment control, and stormwater management. Over the last 11 years she has consulted primarily for production and midstream companies to design, permit, and construct their projects.

Mr. Thomas Buck, P.E. is a graduate of the University of Pittsburgh at Johnstown and a project manager at Civil & Environmental Consultants, Inc. He has more than seven years of geotechnical engineering consulting experience including subsurface exploratory techniques, slope stability analysis, and the design of retaining walls, reinforced soil slopes, and landslide repairs. He has managed numerous landslide remediation projects with aggressive schedules, challenging geologic conditions, and constricted site conditions for energy, commercial, and public sector clients.

Doug Clark
Mr. Clark is responsible for technical and administrative oversight of geological, geotechnical, and civil design and construction projects for the energy, transportation, site development, building construction, water resources, mining, and solid waste disposal industries. He graduated from West Virginia University with degrees in Civil Engineering and Geology. He has more than 25 years of experience as a Geotechnical Engineer responsible for geotechnical and environmental investigations and design services. His projects typically include geotechnical and environmental site reconnaissance and assessment; geologic mapping; layout and implementation of subsurface investigations; air photo interpretation; hydrogeologic analysis; soil and water sampling; selection and evaluation of laboratory testing; remedial and ground improvement design; slope stability analysis; retaining wall design; mine subsidence evaluation, foundation design; and preparation of reports, construction plans, technical specifications, and cost estimates. Mr. Clark has specialized experience in slope stability analysis, reinforced soil and retaining wall design, coal refuse and flyash impoundments, and geotechnical engineering professional practices.

Aaron Lavage, P.E. has been practicing geotechnical engineering with Civil & Environmental Consultants, Inc. (CEC) since he graduated from Penn State 11 years ago. He has worked predominantly in the Appalachian region of Ohio, Pennsylvania, and West Virginia; however, he has experience performing geotechnical engineering elsewhere across the country. His career focus has included slope stability, landslide remediation, foundation design, retaining wall design and site development; as well as performing and managing construction quality assurance (CQA) for site development projects across various market sectors. Recently, he has experience performing geologic assessments and geotechnical explorations for the purposes of obtaining ESCGP-3 permits on linear pipeline projects and well pad development projects.

Jonathan M. Niemiec, P.E. has been practicing geotechnical engineering for approximately 14 years. He is a graduate of West Virginia University and a project manager with Civil & Environmental Consultants, Inc. (CEC) where he has worked for the past 12 years. His career focus has included slope stability of existing and proposed slopes for new pads, right-of-ways, access roads, earth dams, landfills, and impoundments. He has designed slopes throughout the country for sites in various industries and considering different scenarios to meet regulatory requirements.

Scott A. Hatfield, P.E. has 12 years of geotechnical experience and has been practicing geotechnical engineering in the Appalachian region of Pennsylvania, West Virginia, and Ohio for the past 6 years with a heavy emphasis on providing geotechnical services to the natural gas industry. He holds a Bachelor of Science in Civil Engineering from the University of North Carolina at Charlotte and is a licensed professional engineer in West Virginia and Pennsylvania. He is a Project Manager in the Pittsburgh Geotechnical Group. His geotechnical services to the natural gas industry includes performing slope stability analyses, landslide remediation, geohazard assessment, and new pipeline construction quality assurance. He has also performed geotechnical evaluations and construction quality assurance testing for multiple well pads, compressor stations, and valve pads.

Mike Schumaker
Mr. Schumaker is a Principal in the Pittsburgh headquarters office of Civil & Environmental Consultants, Inc. He has more than 26 years of civil and geotechnical engineering experience with a focus on geotechnical design and construction for all types of site development projects. Areas of expertise for Mr. Schumaker include geotechnical investigations, slope stability, landslide investigation and repair, and earth retaining structure design. He has completed numerous projects involving landslide mitigation and repair for natural gas clients in the tristate area and has prepared expert reports of landside cause for attorneys and insurance companies. A registered professional engineer in Pennsylvania and 10 other states, he earned both a B.S. and a M.S. in Civil Engineering from the University of Pittsburgh. Mr. Schumaker is a member of the Appalachian Basin Gas Processors Association, Appalachian Pipeliners Association, and the American Society of Civil Engineers.

Mike Sheleheda
Mr. Sheleheda’s experience includes geotechnical engineering design for all aspects of land development and construction. His projects focus on establishing procedures for subsurface explorations, boring layout, soil sampling, and laboratory testing programs. Industries that have benefited from Michael’s experience include hospitals, schools, businesses, residential developments, industrial buildings, and hotels. Michael has also investigated and provided remedial recommendations for landslides, carbonaceous (expansive) shale, retaining walls, and mine grouting/subsidence.

Nick Zyroll
Mr. Zyroll is a project manager III with Civil & Engineering Consultants, Inc. and a graduate of the University of Pittsburgh. He has more than eight years of experience in the engineering and construction fields. Mr. Zyroll’s experience includes geotechnical inspection during pipeline construction, geohazard assessments, landslide investigations and remediation, slope stability analyses, geotechnical instrumentation, and construction quality assurance during landslide remediation. Over the last 4 years Mr. Zyroll has worked nearly exclusively on pipeline construction and right-of-way restoration projects in Pennsylvania, Ohio, and West Virginia. He personally walked and assessed over 70 miles of pipeline right-of-way while serving in capacities that included full-time geotechnical inspector, on-call geotechnical support, and geotechnical project manager.
