Ohio Stormwater Conference

Tim Murphy is scheduled to present “The Western Lake Erie Basin Nutrient Source Inventory” on Thursday, May 9 starting at 3:30 pm. The presentation will demonstrate the applicability of the NSI in determining priority areas for nutrient reduction and resource allocation for nutrient reduction efforts.

Deanna Bobak will present “Getting Strategic with Nine-Element Nonpoint Source-Implementation Strategies” alongside Sara Guiher of the Toledo Metropolitan Council of Governments on Friday, May 10 starting at 11:30 am. Nonpoint Source-Implementation Strategies (NPS-IS) are developed as living documents for HUC-12 watersheds. Over 20 plans have been developed in the Lower Maumee River watershed, and stakeholders are working together to find ways to prioritize further plan development and identify sustainable means for regular review and updating of approved plans.

Mr. Murphy has over 20 years of leadership experience in the environmental industry. Prior to joining CEC in 2014, Mr. Murphy served as the Environmental Commissioner for the City of Toledo. As the Environmental Commissioner, Mr. Murphy was responsible for overseeing the Division of Environmental Services which performs many duties including, but not limited to, maintaining compliance with all air and water regulations in the Toledo - Lucas County region, brownfield remediation and redevelopment, emergency response, sustainability, energy efficiency and alternative energy projects. Mr. Murphy also served as the Local Air Agency Director, as a contractual agent for the Ohio Environmental Protection Agency and has extensive knowledge of local, state and federal environmental regulations. Under Mr. Murphy's leadership, the City of Toledo obtained and administered over $15 million in competitive environmental grants from the US EPA, Ohio EPA and the Ohio Department of Development among others. In August of 2014 during the "Do Not Drink" water emergency in the City of Toledo, Mr. Murphy took over as the Commissioner of the Division of Water Treatment. His extensive knowledge and good working relationship with the regulatory agencies was crucial as he developed and began implementation of short and long-term improvement to the Collins Park Water Treatment facility to address the harmful Algal Blooms (HABs) in Lake Erie. During his tenure as Environmental and Water Commissioner Mr. Murphy also provided oversight to Toledo Public Power (TPP), the City of Toledo's municipal power utility.

Ms. Bobak is a seasoned water resources professional, having served as the lead technical writer of 14 USEPA-approved Nonpoint Source-Implementation Strategies (Nine-Element Plans) in the state of Ohio, with 20 more currently in development. Her planning expertise has extended to other sectors, including sustainability planning and reporting in the power industry. Ms. Bobak is experienced in grant preparation, helping clients secure over $380,000 in federal and state funds, as well as in grant administration, managing over $13 million in federally funded programs throughout her career. She has been a vital member to teams that have won national recognition for their outreach and educational project components. In addition, Ms. Bobak has experience in National Pollutant Discharge Elimination System (NPDES) effluent reporting, groundwater statistical analyses, hydrocarbon source characterization and geographic information systems.
