PWIA/Keystone SWANA Fall Conference
September 4, 2019 @ 8:00 am - September 5, 2019 @ 5:00 pm EDT
CEC’s Tim Mitchell and Ellis Boury are scheduled to present “Performance Based Post Closure Policy” from 3:00-4:00pm on Wednesday, September 4th in the Leland Room.
CEC is proud to be a bronze sponsor of this event!
Tim Mitchell, P.E.
Mr. Mitchell is a Project Manager with CEC, who has 13 years of experience in solid waste engineering. He has engineering experience associated with the design, permitting, and construction of municipal and residual waste disposal, transfer, and processing facilities. He has managed or performed design and/or permitting services for the solid waste industry to include preparation of permit drawings, landfill construction plans and details; analyses and design of landfill liner systems; analyses and design of erosion and sedimentation control systems; slope stability analysis of soils and geosynthetic systems; analysis of solid waste landfill gas (LFG) generation, collection and control systems; and leachate collection, control, storage; and pumping systems. Mr. Mitchell has experience in the preparation of technical specifications for the procurement, installation, and testing of multi-layer geosynthetic/soil landfill liner and cap systems, and large earthworks. He has managed and/or performed construction observations and certification of numerous landfill construction projects related to soil geosynthetic liner system materials; cap systems; leachate collection, pumping and storage systems; gas extraction systems; and erosion and sedimentation control systems. He has prepared regulatory documentation, including record drawings and reports, for approval of state environmental agencies. Additionally, he has provided various engineering support services to waste industry clients including managing and performing forensic investigations for waste mass slope failures.
Ellis Boury, P.E.
Mr. Boury has 25 years of experience in civil and geoenvironmental projects. He has extensive engineering and management experience providing consulting services for the design, permitting, and construction of municipal and residual waste disposal, transfer, and processing facilities. He has also been involved in a range of civil design projects, including land development, NPDES stormwater and erosion control permitting, force main design, and stream flow analysis. He has prepared various air quality evaluations and permit applications. He has directed major projects from conceptual design through final design, permitting, and construction. Mr. Boury is experienced in all aspects of solid waste projects, including siting, facility layout, excavation and grading plans, waste filling and closure plans, geosynthetic design, slope stability, hydrology, and hydraulics, leachate management, air quality evaluations and permits, and construction drawings and specifications. Mr. Boury has prepared numerous permit applications and closure plans for solid/residual waste disposal, transfer, and processing facilities in Pennsylvania, West Virginia, North Carolina and South Carolina. He has developed strong relationships with regulators, and has provided value-engineering solutions to several problems resulting in significant savings to the client. Mr. Boury has been involved in numerous landfill construction projects. He has prepared construction bid documents, technical specifications, and construction drawings and provided assistance in the bid process. He has provided field inspection and monitoring services, prepared certification documents, and served as the certifying engineer for multiple projects.
