Mr. Wagner is a licensed professional engineer in Pennsylvania, Ohio and West Virginia with over 26 years of experience in oil and gas, commercial site development, public sector/municipal projects and stream restoration. Mr. Wagner's experience with oil and gas projects, primarily upstream with some midstream experience including stormwater management, erosion control, grading and earthwork, asphalt and concrete paving, storm and sanitary sewer designs and other municipal infrastructure improvements.  Mr. Wagner also has experience with stream restoration projects for permittee responsible mitigation, mitigation banking and MS4.  Mr. Wagner has completed all four levels of Rosgen training and has completed designs for both natural channel design and floodplain restoration in Pennsylvania, Ohio and West Virginia.  Mr. Wagner is also familiar with mitigation bank development and approval process for development of mitigation banks in Pennsylvania and West Virginia.  He is also experienced with Permittee Responsible Mitigation (PRM) and focused on MS4 sediment and nutrient reduction (water quality) projects in the Chesapeake Bay watershed utilizing floodplain restoration and natural channel design (NCD). Mr. Wagner represented municipalities as Township Engineer at public meetings and forums. Accountable for developing solutions to infrastructure problems related to storm and sanitary sewers repair and replacement/rehabilitation, road reconstruction and rehabilitation, recreation and playground projects, and other related facility improvements.  Led company’s initiative for natural channel stream restoration by developing local clientele and establishing key relationships with clients and permitting agencies such as Department of Environmental Protection, County Conservation Districts, and Army Corp of Engineers. Mr. Wagner has prepared and received approval for Erosion and Sedimentation Control Permits; Pennsylvania Department of Environmental Protection (PADEP O&G) Erosion and Sedimentation Control General Permit 3 (ESCGP-3) Pennsylvania Department of Environmental Protection (PADEP) National Pollutant Discharge Elimination System (NPDES) General and Individual Permits for Discharge of Stormwater During Construction Activities; PADEP Joint Permits; Pennsylvania Department of Transportation (PennDOT) Highway Occupancy Permits; and PADEP General Permit for Stream/Utility Crossings, Fish Habitat Structures and Bank Stabilization; Pennsylvania Department of Environmental Protection (PADEP) Restoration 16 Waiver. A native of Pittsburgh, he began his professional career in Atlanta, Georgia with commercial site development projects mostly in the southeastern US.  He spent several years preparing due diligence reports and permit plans for major hotel and restaurant chains located throughout the southeast.  His primary focus has been on natural gas projects in the upstream and midstream market segments over the past decade. Projects included well pads, well connects, NOT submissions, production equipment layouts, waterlines and tank pads, natural gas pipelines, natural gas liquid lines, and compressor station sites. He has extensive experience permitting a variety of projects through various county conservation districts, U.S. Army Corps of Engineers and Department of Environmental Protection and assisting clients with Consent Order and Agreements.  He also brings a strong project management background from many years of formal instruction and teaching of project management fundamentals.
