Leah Blinn
Ms. Blinn is a Principal with Civil & Environmental Consultants, Inc. and is the Corporate Air Quality Practice Lead. She is a Chemical Engineer with over 20 years of experience in managing and executing air quality work for various industries throughout the country. She is experienced in air dispersion modeling, emission calculations, permitting, compliance, auditing, regulatory interpretation, and agency negotiation. Her experience is with a wide-range of industries including oil & gas, electric utility generation, municipal solid waste landfills, chemical manufactures, and metals manufacturing.

Kristen Robertson is a Project Manager with CEC. Ms. Robertson has eight years experience working in environmental consulting with the majority of her experience being within the energy fields. Her technical experience includes soil, air, groundwater, surface water, and waste sampling, remedial investigations, oversight of monitoring and production well drilling and installation, compilation and analysis of laboratory data, Phase I/II Environmental Site Assessment, and environmental compliance services.

Mr. Cooper has over 20 years of experience working in air quality, including 5 years in source testing, 5 years in air quality consulting and 10 years working in the oil and gas industry in a variety of capacities.  While stack testing, Mr. Cooper performed and supervised source sampling activities on coal, oil and natural gas fired electricity generating units, glass manufacturing plants, limestone/aggregate operations, thermal dryers, asphalt plants, medical waste incinerators, oil and gas gathering/processing operations, as well as many others. Provided air quality consulting services including, but not limited to, minor and major source permitting, compliance auditing, penalty negotiations, emissions inventories, SARA 313 reporting, semiannual deviation and monitoring reports and visible emissions observations.  Mr. Cooper spent the biggest part of the last decade as an industry liaison to local and federal trade associations where he worked diligently to affect change and mitigate impacts to industry as a result of unfavorable regulatory actions.  Developed effective and successful relationships with regulators by working closely with Pennsylvania Department of Environmental Protection, Bureau of Air Quality; Ohio Environmental Protection Agency, Division of Air Pollution Control; West Virginia Department of Environmental Protection, Division of Air Quality; and the Environmental Protection Agency, Office of Air Quality, Planning and Standards.

Mr. Valli, a Principal with CEC, has over 20 years of diverse experience in managing, planning and implementing environmental investigations and cleanups. He holds Bachelor of Science Degree in Geology from Edinboro State University in Pennsylvania and a Master of Science Degree in Geology from Akron University in Akron Ohio. Mr. Valli’s experience had been involved with the assessment and cleanup of a wide variety of facilities including coal and asbestos processing facilities; hot and cold work steel mills; electrocoating and electronic component manufacturers; wood treating facilities; power stations; petrochemical manufacturing and storage facilities; bulk chemical and fuel storage facilities; textile mills; dry cleaners; scrap metal facilities; automotive and truck maintenance facilities and greenfield sites being considered for future development. More recently, he has become a leader in providing environmental support to the oil & gas industry. His oil & gas related experience includes performing due diligence for mergers and acquisitions; assistance evaluating and permitting water sources and storage facilities; conducting emergency response oversight and spill cleanup; performing release investigation and site characterization; evaluating cleanup options alternative remediation standards; evaluating allegations of water quality impacts; and designing water treatment systems to address water supplies influenced by drilling activities. He has developed, secured state approval for, and implemented assessment and clean-up plans to address drilling and pipeline releases of fuel oil, lubricants, hydraulic oil, drilling muds, frack fluids, condensate, and production fluids in the Appalachian and Piceance Basins. Areas of expertise include: Environmental compliance; Due Diligence for mergers/acquisitions; Emergency response/remediation; Pre/Post-drill sampling and water quality complaints; Clean fill requirements and waste management; Permitting public water supplies; Digital modelling/contaminant fate and transport; Methane and brine forensics.
