Josh White

Mr. White serves as a fluvial geomorphologist/water resources engineer with over 13 years of experience in environmental restoration design and planning. He provides assistance in all aspects of stream and wetland restoration projects, including site search, feasibility study, mitigation planning, mitigation design, floodplain coordination, and project and construction management services. Mr. White has managed numerous large-scale restoration projects for a variety of public, private, and non-profit clients throughout the eastern US, serving as both the project manager and lead restoration designer. He has designed and constructed over 30 miles of stream. The majority of Mr. White's project experience has involved the complete restoration of highly degraded gravel-bed streams of moderate to high gradient. Mr. White also remains actively involved in post-restoration monitoring and applied research efforts, using this knowledge to continually seek improvements and refinements that lead to better overall function and value to his clients. Mr. White is a licensed professional geologist, professional engineer, certified floodplain manager, certified professional in erosion and sediment control, and has completed Rosgen training though Level IV.

Leah Blinn
Ms. Blinn is a Principal with Civil & Environmental Consultants, Inc. and is the Corporate Air Quality Practice Lead. She is a Chemical Engineer with over 20 years of experience in managing and executing air quality work for various industries throughout the country. She is experienced in air dispersion modeling, emission calculations, permitting, compliance, auditing, regulatory interpretation, and agency negotiation. Her experience is with a wide-range of industries including oil & gas, electric utility generation, municipal solid waste landfills, chemical manufactures, and metals manufacturing.

Nate Ober

As a geomorphologist, Mr. Ober has managed and designed 100+ miles of stream restoration projects, drawing from more than 15 years of experience in fluvial geomorphology, natural channel design, construction management, and post-restoration monitoring. Mr. Ober has worked extensively with the Tennessee Department of Transportation to grow a natural channel design program, as well as developing 8 miles of in-lieu fee projects in Tennessee. He has also managed and designed the largest stream mitigation bank in West Virginia developed by Ecosystem Investment Partners, and designed a 16.5 mile fishery enhancement of the Little Coal River for the West Virginia Conservation Agency. Due to the success of these and other projects, Mr. Ober has been asked to present at a number of regional and national conferences and workshops. Mr. Ober continues to provide ecosystem restoration services in the Mid-Atlantic, Southeast, and Mid-Western United States.

Kris Macoskey
Mr. Macoskey is one of the leaders of CEC’s environmental practice with particular emphasis on air quality permitting and compliance. He has over 27 years of experience helping facilities manage their environmental regulatory compliance obligations. Mr. Macoskey has expertise in identifying compliance gaps, filling those gaps, developing programs, and providing training aimed at maintaining ongoing compliance. Mr. Macoskey is knowledgeable in federal and state environmental programs affecting industry and has special expertise in the area of air quality compliance and permitting.  He has managed projects ranging from simple construction permit applications to major New Source Review evaluations as well as ambient air and meteorological monitoring, dispersion modeling, human health risk assessment, and control technology evaluations. Project experience spans the oil and gas, manufacturing, electric utility, and waste management sectors. Mr. Macoskey has been a Qualified Environmental Professional with the Institute of Professional Environmental Practice since 1996.
