Stream & Wetland Delineation & Permitting

You’ll learn the basic concepts of federally jurisdictional Waters of the U.S. (streams and wetlands) delineation and U.S. Army Corps of Engineers’ permitting, what indicators are used by regulators to define streams and wetlands, what distinguishes waters from uplands or exempt non-jurisdictional features, and why pre-construction delineations are important for due diligence and compliance.

Mr. Farrell specializes in providing design, permitting, and compliance support to minimize impacts and streamline schedules for site development projects. He has over a decade of regulatory experience in Pennsylvania, Maryland, New York, Ohio, and West Virginia. He has provided technical support and/or managed hundreds of successful projects regulated by U.S. Army Corps of Engineers (USACE), U.S. Environmental Protection Agency (USEPA), Federal Energy Regulatory Commission (FERC), and various local and state environmental protection regulations. Mr. Farrell also has a diverse background in environmental planning and policy development including graduate-level research in land use planning, environmental pollution control, ecological indicator development and reporting, and environmental law. He played a key role in the planning and implementation of several rigorous environmental assessments and management plans at the Pennsylvania State University, including the Delaware River Basin Commission (DRBC) 2007 State of the Basin Report. Mr. Farrell's M.S. Thesis in Forest Resources examined the use and evaluation of indicators for river basin assessment. He is a certified Professional Wetland Scientist (PWS), Professional in Erosion and Sediment Control (CPESC) and has special expertise in wetland restoration and construction, public parks greenspace management, and botanical surveys.

Ms. Shearer is an ecological services project manager specializing in natural resources permitting in Pennsylvania, Virginia, West Virginia, and Ohio. Ms. Shearer primarily prepares Pennsylvania Joint Chapter 105/Section 404 Water Quality Permits, Nationwide Permit Packages, and State 401 Water Quality Certification packages for a variety of clients including energy and land development. She coordinates with state and federal agencies on projects and facilitates meetings between agencies and clients. She is a Qualified Environmental Professional (QEP), Professional Wetland Scientist (PWS), and maintains a valid Pennsylvania wild plant management permit. She is also qualified to conduct Virginia spiraea surveys in West Virginia.
