Bio

Barry VanLaarhoven, P.E., leads Civil & Environmental Consultants Inc.’s Boston-area office in Raynham and serves as a vice president for the firm. Responsibilities include day to day operations of the office including staff, client service management, marketing, business development, and budgeting. He has over 20 years of experience in preparation of permitting and design of solid facilities including landfills, transfers stations, and solid waste processing facilities. Permitting experience include site suitability/site assignment, MEPA permitting including notice of project change (NPC), environmental notification form (ENF), expanded ENF, environmental impact report (EIR), authorization to construction (ATC), authorization to operate (ATO), major and minor modifications to existing permits, NOI, comprehensive site assessment (CSAs). Designs have included lateral, piggyback, and vertical expansions, gravity and force main leachate collection and removal systems, gas extraction/collection systems, final cover system, site wide storm water management systems, and Title V septic system designs. Mr. VanLaarhoven has also served as construction manager that included managing QAQC support, coordinating various contractors, and the preparation of the certification reports. Mr. VanLaarhoven has successfully integrated computer software tools into his design work allowing advances in efficiency for the Solid Waste Management Department. He has also worked with various clients to prepare short and long term goals/plans for individual sites including integrating air-space utilization calculations and projecting the need for future expansions and allocations of waste streams. He has additional experience in construction management, regulatory compliance, feasibility and fatal flaw study, and land surveying.
