Benjamin Kepchar, P.E. is an environmental engineer with experience providing regulatory compliance, permitting, groundwater monitoring, and project management services for coal combustion residual (CCR) facilities, landfills, and waste management operations across multiple states. He has extensive experience supporting CCR surface impoundment closures, landfill permitting and modifications, groundwater assessment and corrective action programs, waste characterization, and state and federal regulatory compliance. Mr. Kepchar has managed and supported projects involving CCR closure by removal and closure in place, landfill operations and expansions, groundwater monitoring network design, NPDES permitting, annual and recurring compliance reporting, and remediation activities. His background also includes regulatory negotiations, permit renewals and modifications, construction quality assurance, and development of compliance strategies for complex environmental and solid waste facilities.
