Mr. Carroll has over 40 years of experience in all aspects of planning and engineering design for large and small land development projects. Specific expertise includes due diligence studies, entitlements, master infrastructure needs analysis, floodplain analysis and hydraulic design, cost estimating, and preparation of construction documents for residential, commercial, retail and industrial projects as well as master planned communities.
