Billy Bolger, P.E., has a strong record of delivering infrastructure solutions to support community growth and long-term sustainability. He is known for successfully guiding multidisciplinary teams and managing projects from planning through construction while maintaining budget and schedule goals.

He has worked on a wide range of projects for both public and private clients, including large-scale site development and utility system improvements. His ability to identify complex challenges and deliver practical, cost-effective solutions has made him a trusted advisor to clients across the region.

Billy also has extensive experience in utility operations, capital improvement planning, and stormwater management, including MS4 compliance and drainage system evaluations.

He holds both bachelor’s and master’s degrees in civil engineering from Clemson University and is a licensed Professional Engineer in South Carolina.
