Charlie has more than three decades of technical, operational, and leadership experience across the geo-environmental, civil/ground engineering, and earth sciences consulting business. His background includes landfill permitting and design, major expansion projects, construction quality assurance, regulatory negotiations, due diligence for large facility portfolios, and expert testimony in highly contested permitting processes.

He has led multi‑office regional operations, guided strategic planning and financial performance, overseen complex engineering and construction programs, and directed multi-disciplinary teams delivering large‑scale waste infrastructure projects. Charlie has also served as Engineer of Record for numerous facilities and has been responsible for the successful execution of complex permitting initiatives involving geotechnical analysis, hydrogeological characterization, slope stability assessments, and innovative stormwater and leachate management solutions.

Charlie is a licensed Professional Engineer in Texas and Louisiana, and with extensive field, technical, and leadership experience.
