Bio

Mr. Kuhlman has more than 25 years of experience in the design and management of civil engineering projects with an emphasis on the design and permitting of projects for the oil and gas industry. He has extensive experience in layout, grading, and erosion control design for well sites, impoundments, compressors, and pipelines related to natural gas resource development in the Appalachian Basin.

Mr. Kuhlman has worked with CEC’s natural gas industry clients and regulatory officials to successfully obtain permits for dozens of projects. Examples of these permits include the Pennsylvania Erosion and Sediment Control General Permit (ESCGP), Chapter 105 general permits for water obstructions or encroachments, and water management plan approvals. Through his involvement with these types of projects, Mr. Kuhlman has developed a thorough understanding of oil and gas production, exploration, and transmission operations and applies this knowledge to assist CEC’s clients in achieving their goals.

Mr. Kuhlman’s areas of expertise also include site development feasibility studies, site layout and land planning, storm drainage and stormwater management design, sanitary sewer system planning and design, water distribution system design, road design, site grading plans, erosion and sediment control plans, regulatory permitting, cost estimating, and QA/QC procedures.
