Bio

Mr. Skulte is a Registered Professional Engineer with over 22 years of experience in designing and managing the development of residential, commercial, industrial, mixed-use real estate development projects throughout New England and the United States for both private and public sector clients. He has served as the overall project manager for numerous large, multi-disciplinary land development projects, leading a team of managers, staff, and sub-consultants to design, permit, and construct projects with challenging development objectives and complex site constraints.

Mr. Skulte is experienced managing the land development permitting process with local boards and entities as well as state and federal regulatory agencies including MassDEP, the Executive Office of Energy and Environmental Affairs, Massachusetts Division of Marine Fisheries, MassDOT, USEPA and US Army Corps of Engineers.  His areas of technical expertise also include site development feasibility studies, site layout and land planning, stormwater management and water quality design, site grading, erosion and sediment control design, cost estimating, and utility design including septic systems with innovative technologies and gravity sanitary sewer and water systems.  Mr. Skulte has worked with public/private partnerships involving work within Federally regulated floodplains, as well as locally regulated wetlands and is experienced navigating the Massachusetts Stormwater Management Standards utilizing Low Impact Development Methods.
