Bio
Paula R. Miller has more than 30 years of professional experience in cultural resources management in compliance with Sections 106 and 110 of the National Historic Preservation Act, the National Environmental Policy Act, and Section 4(f) of the Department of Transportation Act, as well as other federal, state and local regulations in the Mid-Atlantic, Chesapeake, and eastern Ohio Valley regions of the United States.
Paula has extensive project experience in the transportation, oil and gas, residential, commercial, and industrial development, telecommunications, and renewables sectors. She has designed, implemented, and managed archaeological and architectural surveys, evaluated resources for eligibility in the National Register of Historic Places, and completed archaeological data recovery and creative mitigation projects for a range of historic property types. Paula is the primary author of over 200 technical documents, including Phase Ia/Ib, II, and III archaeological reports, evaluations of eligibility and effects for architectural resources, Section 4(f) statements, and Section 106 agreement documents, and has contributed to environmental assessments, historic bridge rehabilitation reports, and conservation plans. Paula also has experience in geophysical survey, stream and wetland delineation, archaeological and ecological monitoring, collections management, Tribal consultation, and the inventory, assessment, and interpretation of landscapes and material culture for nationally and internationally significant historic sites.
Since 2019, Paula has served as the Vice-Chairperson of the Lancaster Township Historical Commission. Her primary responsibilities include reviewing historic marker requests and demolition permits, and assisting with updates to the Township’s historic resources inventory.
