Mr. Eaton has experience working on a variety of environmental projects across numerous market sectors, including electric generation facilities, manufacturing facilities and natural gas exploration sites. Mr. Eaton’s project experience includes environmental assessments, subsurface investigations, soil and water remediation projects, and environmental permitting and compliance activities. He participates in all phases of a project, including proposal/work-scope development; project planning and management; site assessment activities; data management and interpretation; report preparation; and interaction with regulatory officials.

Mr. Eaton is experienced in Phase I Environmental Site Assessments (ESAs); Phase II ESAs; soil/groundwater remedial investigations; Underground Storage Tank (UST) investigations and closure; soil, air, groundwater and surface water monitoring; natural gas sampling and analysis; and geophysical surveys.

Mr. Eaton has prepared Pennsylvania and West Virginia Department of Environmental Protection (DEP) National Pollutant Discharge Elimination System (NPDES) general and individual permit applications; PADEP Water Quality Monitoring Plans; PADEP Groundwater Abatement Plans; federal Coal Combustion Residual (CCR) Rule groundwater monitoring plans, assessments of corrective measures, and annual reports; and has assisted with preparation of PADEP Residual Waste disposal permit applications.  Mr. Eaton has extensive experience with PADEP’s Act 2 Program, is experienced in PENTOXSD modeling and interpretation; and has prepared Spill Prevention, Control and Countermeasure (SPCC) plans.

As an environmental scientist with a focus on geology and hydrogeology, Mr. Eaton has managed complex environmental projects throughout Pennsylvania, West Virginia, Ohio and Arkansas.
