Mr. Retherford has over 30 years of experience in wetlands, regulatory compliance, and natural resource management. Russell is widely respected for his depth of technical knowledge and practical understanding of complex regulatory frameworks, particularly related to wetlands, waters of the U.S., mitigation planning, and environmental compliance. His expertise includes wetland and stream delineation and permitting, development of mitigation strategies and mitigation banking oversight, Clean Water Act and Rivers and Harbors Act compliance, regulatory applicability analysis and agency coordination, and ecological restoration and water quality considerations.

In addition to his regulatory background, Russell has provided consulting services to public- and private-sector clients across multiple states, supporting a wide range of projects including infrastructure development, resource extraction, and land management initiatives. His experience advising clients from both the regulator and consultant perspectives gives him a well-rounded understanding of how to achieve efficient, defensible permitting outcomes.
