Owner Objective

FirstEnergy Service Company (FE), a regional power utility, is in the process of upgrading its electric transmission infrastructure as part of its Energizing The Future initiative. This project includes replacing and upgrading an approximate 5.2-mile section of 46kV electric line from Ashville to Sankertown Pennsylvania.

CEC Approach

The project right-of-way (ROW) traversed many streams and wetlands, with some areas in Special Protection watersheds, thus requiring an Individual NPDES permit. The project construction timeline was also dependent on a scheduled power outage from the regional grid operator, thus condensing the time for permit application review and approval.

CEC was able to design ROW access for the project to allow for permitting using the PADEP Chapter 105 General Permit program (as opposed to the more burdensome Joint Permit), thus reducing the permit review time, which was critical for the scheduled construction start date.

Permits were received in time for construction and the scheduled outage.
