Owner Objective

Austin Surf Club (ASC) will be a private residential community with unique recreational surfing and other amenities in Austin, Texas. The 215-acre site is
located in the City of Austin ETJ and Travis County, with floodplain along one edge.

CEC Approach

CEC partnered with ASC to help deliver an environmentally conscience development permitted through the City of Austin and Travis County. Services included grading design, traffic analysis, utility design, drainage management/ BMPs, as well as erosion and sedimentation controls. The site required extensive floodplain review by Austin and Travis County and will also require a CLOMR through FEMA for floodplain modifications.

One challenge presented by the project was the inclusion of an additional tract of land after the initial permits were granted. The City of Austin permit site development was granted on 10/25/2024 and the Travis County permit was granted on 12/23/2024 for an intermediate version of the project such that construction on the initial 192-acre site could begin. CEC assisted the client in maintaining an optimal timeline for construction, permitting, and delivery of the surf facilities and homes by permitting the intermediate version of the project while the key roadblocks for final permit are being resolved.

The project is currently under construction, and CEC continues to provide design, permitting, and construction administration services to bring the project steadily closer to the client’s final vision. This project has generated two related projects adjacent to the Surf Park site for which CEC began due diligence and survey work.
