Owner Objective
The City of Middleburg Heights, a municipal government focused on public safety and community redevelopment, sought to address environmental and structural concerns at the Former Burlington property. The City’s goal was to prepare the aging commercial site for future redevelopment by safely removing hazardous building materials and demolishing the existing structure in compliance with regulatory requirements. Site history and the presence of asbestos-containing materials and universal waste created environmental and documentation challenges that required specialized oversight to ensure safe, compliant execution and to support future planning efforts.
CEC Approach
CEC supported the city by providing on-site environmental oversight, regulatory guidance, and documentation throughout abatement and demolition activities. Our team monitored removal of asbestos and universal waste, observed demolition procedures, and ensured work was performed safely and in accordance with applicable regulations. Through daily reporting, field verification, and consistent communication with the city and contractors, CEC maintained transparency and delivered a clear, defensible compliance record.
Challenges such as coordinating field oversight with contractor schedules and managing multiple regulated waste streams were addressed through proactive site representation and real-time documentation. As a result, the City achieved its goal of responsibly preparing the site for redevelopment, reducing environmental liability, and improving overall site conditions.
