Owner Objective

The City of Middleburg Heights is a municipal government responsible for managing public facilities, infrastructure, and redevelopment initiatives within the community.

The City’s objective for this project was to support the abatement and demolition of the former Sears Store #1430 that operated from September 17, 1962 to September 16, 2017, while ensuring environmental compliance and protecting public health and safety.

The site, located at 6950 West 130th Street, was 319,949 square-feet in total building area with a 20-ft deep basement and an additional 35,762 square feet auto center building. The commercial structures had asbestos-containing materials, requiring careful oversight during investigation, abatement, and demolition activities. Due to the public nature of the project, thorough documentation and regulatory compliance were critical to successful project execution and closeout.

CEC Approach

CEC supported the City of Middleburg Heights by first helping them obtain a Brownfield Remediation Grant from the State, in the amount of $5,577,831, on August 9, 2024. Then CEC managed the abatement and demolition contractors and planning and provided environmental oversight and assistance for site investigation, asbestos abatement confirmation, and demolition-related activities. The team focused on maintaining compliance while supporting coordination among project stakeholders.

CEC addressed challenges related to abatement verification, on-site representation, and documentation, helping ensure remediation activities were properly monitored and recorded. As a result, the City achieved successful abatement confirmation and project documentation to support demolition and contract closeout.

The site was immediately transferred to a commercial developer for transformation into an anchor tenant for the City for years to come.
