Owner Objective

The City of Lorain is working to transform the former Stove Works manufacturing site—once a major regional employer—into land that can safely support future residential development. After decades of industrial use and years of vacancy, the site presents environmental, regulatory, and redevelopment challenges that must be resolved to unlock its potential.

CEC Approach

CEC is providing integrated environmental consulting, engineering, and construction management services to help the City advance remediation while navigating complex site conditions and evolving regulatory requirements. The project approach begins with the review and integration of historic environmental data and prior remediation findings, allowing CEC to amend the existing Remedial Action Plan to reflect updated VAP standards and current site conditions.

CEC is supporting demolition planning and removal of extensive concrete footings to enable confirmation sampling and future site restoration, while overseeing the excavation, transport, and off site disposal of contaminated soil and debris stockpiles. Geophysical investigations are being conducted to identify potential subsurface structures, such as underground storage tanks or vaults, that could pose redevelopment constraints. Seasonal soil gas monitoring and confirmation sampling are also underway to evaluate vapor intrusion pathways and confirm that future residential use can proceed safely.

Throughout remediation activities, CEC is providing on site observation, documentation, and environmental compliance oversight to monitor contractor performance, verify adherence to health and safety requirements, and document progress in coordination with Ohio EPA and the Ohio Department of Development. In parallel with fieldwork, CEC is updating Phase I and Phase II Property Assessments, supporting grant administration and reimbursement reporting, and preparing the technical documentation necessary to achieve regulatory closure and position the site for redevelopment.
