Owner Objective

Horizon Properties Group, LLC was seeking a civil engineering consultant to meet their permitting needs and project deadlines. CEC had a history of prior work on this particular site and within North Strabane Township through our involvement with The Meadows Casino.

CEC Approach

This project is located adjacent to The Meadows Casino and across from Tanger Outlets, along Racetrack Road in North Strabane Township. The design included unique challenges related to existing terrain/topography, earthwork balance, and stormwater management.

CEC worked hand-in-hand with Horizon, North Strabane Township, and Washington County Conservation District to develop a site plan that met the project goals and permitting requirements. CEC also coordinated with Horizon and representatives from The Meadows Casino for balancing earthwork and relocating excess material from the site to specific locations on The Meadows Casino property. This earthwork balance kept Horizon from having to haul material offsite, and as a result, saved them money.

The project is nearly completed and Horizon is now leasing apartment and retail units. Some of the restaurants associated with this mixed-use development are currently open for business. CEC was able to obtain all necessary permits associated with this project to meet Horizon’s schedule.
