Build-to-Rent Site Development

CEC has extensive engineering design and management experience in the development of build to rent communities from conceptualization to final jurisdictional approvals.

Concept Development Services

CEC’s concept services include the development of conceptual site plans, conceptual/preliminary jurisdictional submission(s), and civil support/attendance for jurisdictional zoning meetings as necessary.

CEC will develop a conceptual build-to-rent concept site layout incorporating the client’s needs, the zoning attorney’s recommendations, the architect’s building designs, zoning and land use requirements, and jurisdictional & stakeholders’ review input. The concept layout will include various rent units (based on the client’s density and unit mix requirements), a leasing office, amenities, sidewalks, vehicular drives, parking, water, sewer and drainage mainline alignments, and open space accommodation. When applicable, the layout will reflect clubhouses, garages, carports or offsite access, and utility improvements.

Jurisdictional review(s) require submittal packages that include the application, concept plan, surveys, exhibits, miscellaneous supporting documents, etc. CEC will assemble and submit the project package when complete.

If land use modifications or rezoning is required, CEC will assist the client and zoning attorney with civil-related support (i.e. preparation of land use exhibits and project narrative, provide site layout calculations for density, open space, lot coverage, etc.) and general professional advice as required. Per jurisdictional zoning requirements, our team members will support clients, clients’ representatives, and/or attorneys for civil topics in neighborhood meetings, planning & zoning, and jurisdictional council meetings.

Predevelopment Feasibility Studies

For a given concept plan, CEC will prepare a predevelopment feasibility study to evaluate and document project viability. The evaluation includes:

  • Review jurisdictional zoning, land use, and design requirements for applicability to site development
  • Evaluate survey ALTA, topography, and site legal documentation for project opportunities and encumbrances
  • Research & evaluate the applicability of existing utility and road construction as-built records and engineering reports
  • Evaluate onsite and offsite drainage impacts to the site
  • Evaluate water and sewer availability and their capacity to serve the project
  • Determine probable jurisdictional development fees
  • Review & evaluate traffic, geotechnical, and environmental reports applicability
  • Obtain Will-Serve letters from utility companies assuring infrastructure availability
  • Prepare development cost assessments from concept plans that include community development fees and probable construction cost

Civil Design and Permitting

CEC has extensive design experience and a proven track record of successfully obtaining local, county, state, and federal construction permits and/or regulatory approvals. We also have a working knowledge of the various county, state, and federal Erosion and Sediment and National Pollutant Discharge Elimination System (NPDES) and Building Code (IBC, IRC, and IFC) regulations and requirements. Survey Services

CEC surveyors have completed numerous projects requiring ALTA, topographic, boundary, construction, hydrographic, geodetic, route, and settlement and displacement surveys. We maintain a full complement of equipment, including LiDAR-equipped UAVs (drones), RTK and static GPS, robotic and conventional total stations, automatic and digital levels, data collectors, and 3D laser scanners that use terrestrial LiDAR scanning to create spatial imaging. We also provide
construction staking and as-built surveys.

Environmental Services

CEC conducts Phase I & II Environmental Site Assessments with a focus on proposed land use and a practical evaluation of likely exposure pathways, identifying environmental liabilities and determining if past or adjacent land uses have resulted in environmental impacts. Assessments are designed to meet industry standards, such as ASTM and AAI, as well as client-specific and state-mandated standards when regulatory closure is the ultimate goal.

Site investigations are performed to evaluate whether impacts to environmental media are present or to further study the extent and degree of known impacts. CEC specializes in groundwater modeling; soil, waste, and water sampling; human and ecological risk assessment; and regulatory negotiations.
