CEC provides a range of environmental liability management services for the safe decommissioning and demolition (D&D) of retired plants.
CEC provides environmental investigation, mitigation, and demolition for projects with miscellaneous ancillary structures and equipment. CEC’s approach is to perform a phased project scope that focuses on safety and compliance and provides clients with a usable and marketable asset upon completion of the D&D activities.
CEC provides assistance and engineering support in assessing, quantifying, and managing the environmental liabilities of retired plants and oversight services of the abatement and demolition contractor teams.
Services include the following:
- Environmental characterization and facility liability assessment
- Regulatory compliance and closure, and agency interface
- Inventory removable and salvageable assets
- Decommissioning work plan preparation and evaluation of alternatives: mothball, remediate and mothball, remediate and dismantle equipment (adaptive reuse), and complete demolition
- Development of plans, specifications, and bid packages and providing bid support
- Construction Management (owner’s representative) and oversight of contractors
- Review of contractor submittals
- Construction quality assurance
- Surveying and field engineering support
- Waste management and disposal oversight of regulated materials including asbestos, lead, polychlorinated biphenyls (PCBs), oil and oily water, deionization resins, mercury and mercury components, fluorescent lights and ballasts, and miscellaneous chemicals
- Storage tank closures
- Teaming with contractors and consultants during the abatement and demolition phases
- Backfill/grading plans and specifications
- Site remediation and brownfield redevelopment
