CEC provides operations and management (O&M) support assistance in areas that are critical to operating a profitable, efficient and environmentally compliant facility that maintains a “good neighbor” relationship with the surrounding community.
Landfill Density and Airspace Management
CEC works with landfill owner/operators and reviews equipment selection, operating techniques, and cover soil usage and practices to achieve landfill density goals. Excavation, hauling, and spreading practices are evaluated to ensure maximum productivity while minimizing the amount of soil cover required. Equipment types and size of workforce are evaluated in relation to the daily variation in tonnage of waste received to balance the operations.
Transfer Station Operations
Excessive odor is a common complaint and can be controlled through both operational and engineering methods. Operationally, odors are reduced by maintaining good housekeeping practices, including timely removal of waste from the tipping floor, frequent cleaning of the tipping floor, and focused wash down of areas of the tipping floor that become tainted.
Engineering solutions include use of misting systems containing agents to neutralize odors placed at entry and exit locations, intake or exhaust louvers, and in the vicinity of the loading tunnel. CEC can assess and recommend a system particular to the parameters of the building and design needs. CEC can provide an analysis and recommendations for transfer station floor designs or repairs that run the gamut in complexity and cost – ranging from a simple, conventional concrete slab to a concrete substrate with metallic toppings to create abrasion resistance.
Heavy Equipment Repair and Maintenance
CEC develops practical, quality preventive maintenance programs that include equipment maintenance checklists for scheduled services, mechanic and operator maintenance training, implementation of cost-tracking and repair history software, contamination control practices, and an undercarriage management program.
Facility Access
CEC evaluates traffic patterns, haul roads and turn-around areas specific to a facility to ensure all-weather safe accessibility. Recommendations for improvement result in improved turn times for customer vehicles, providing additional capacity for each route vehicle that can ultimately reduce the number of trucks required leading to reductions in driver overtime, fuel consumption and maintenance expense.
Fill Sequencing and Lift Progression Planning
CEC performs a complete fill sequencing review and then trains site managers and staff on subjects such as proper lift management, maintaining proper grades, and directing surface water procedures in the working area. Proper sequencing of the landfill development and waste placement is critical to ensure that the landfill operates efficiently and that environmental protection measures such as surface water procedures are properly implemented while minimizing leachate generation.
