Spill Prevention, Control & Countermeasure (SPCC) Plans

CEC develops SPCC plans and designs secondary containment systems to balance compliance, business and financial risks with the demands of day-to-day operations and maintenance activities.

Compliance with SPCC regulations can present contradictory and conflicting objectives among business, financial, environmental and operations personnel. CEC engineers and scientists use a team approach to identify operations and management objectives and then apply regulatory knowledge and experience to develop implementable site-specific solutions.

Compliance Planning

CEC performs regulatory applicability assessments using on-site reconnaissance and client-supplied information to assist in evaluating the scope of compliance needs and identify the applicable regulations. CEC’s spill risk evaluations and containment priority assessments enable owners to make a more effective and efficient allocation towards their compliance resources.

Plan Preparation

CEC prepares SPCC plans for businesses in a variety of industrial sectors, including chemicals, electric utilities, food and beverage, steel, paper, petroleum, plastics, and general manufacturing. CEC develops site-specific plans and templates suitable for companies with multi-site operations.

Containment Design and Construction

With critical understanding of the operational, maintenance and access requirements for oil storage vessels, CEC designs above- and below-ground containment systems using innovative materials and methods for precipitation drainage management.

Training and Compliance Assurance

Other services include five-year plan updates and P.E. reviews, guidance with incident reporting, and plan revisions.
